Background and mandate

The Subsidiary Body for Scientific and Technological Advice (SBSTA) at its thirtieth session considered the use by Parties of the 2006 Intergovernmental Panel on Climate Change (IPCC) guidelines for national greenhouse gas inventories (2006 IPCC Guidelines) starting in 2015. The draft conclusions proposed by the Chair are contained in the document  FCCC/SBSTA/2009/3 with its key items, including a schedule of workshops, outlined below.

The SBSTA agreed that the process for Parties included in Annex I to the Convention (Annex I Parties) to use the 2006 IPCC Guidelines should be through a revision of the “Guidelines for the preparation of national communications by Parties included in Annex I to the Convention, Part I: UNFCCC reporting guidelines on annual inventories” (UNFCCC Annex I reporting guidelines). The process to revise the UNFCCC Annex I reporting guidelines is also to consider methodological issues relevant to the use of the 2006 IPCC Guidelines.

The SBSTA also agreed to launch a work programme in 2010 for the revision of the UNFCCC Annex I reporting guidelines. The SBSTA further agreed on the scope of the work programme, covering issues relating to the revision of the UNFCCC Annex I reporting guidelinesand addressing methodological issues relevant to the use of the 2006 IPCC Guidelines.

The Secretariat expects that the work programme will conclude in 2011 with agreement by the SBSTA at its thirty-fifth session on the revised UNFCCC Annex I reporting guidelines. These revised UNFCCC reporting guidelines will provide a platform for the Secretariat to implement associated activities pursuant to Annex I Parties' reporting obligations from 2015. Such activities include the incorporation of new reporting format tables into the reporting software used by Annex I Parties; trial use of this reporting software by Annex I Parties; the consideration by the SBSTA of the experiences in the use of this software by Annex I Parties; and a decision of the Conference of the Parties on the use of the 2006 IPCC Guidelines.

Views submitted by Parties

The SBSTA, at its thirtieth session, invited Parties to submit to the secretariat by 15 February 2010 their views on a number of issues, namely:

  • The process and timelines for implementing the work programme;

  • Issues related to the revision of the UNFCCC Annex I reporting guidelines;

  • Methodological issues related to reporting when using the 2006 IPCC Guidelines;

  • Areas in which the SBSTA may consider inviting the IPCC to carry out additional work and contribute to the work programme.

The SBSTA, at its thirtieth session, requested the Secretariat to compile submissions received from Parties on the above mentioned issues into a miscellaneous document (FCCC/SBSTA/2010/MISC.1), and to synthesize these submissions into a note by the secretariat (FCCC/SBSTA/2010/4) for the SBSTA to consider at its thirty-second session.

Issues related to the revision of the UNFCCC Annex I reporting guidelines

The SBSTA, at its thirtieth session, identified the following substantive and process-related issues relevant to the UNFCCC Annex I reporting guidelines:

  • Time-series consistency and recalculations with respect applying the methodologies contained in the 2006 IPCC Guidelines;

  • Mandatory and non-mandatory reporting requirements;

  • Coverage of gases to be reported by Parties (indirect emissions and additional gases);

  • Sectors and source/sink categories;

  • Presentation of national totals;

  • Revision of the common reporting format (CRF) tables;

  • Linkages between inventory reporting and a national inventory system;

  • Relationship between the 2006 IPCC Guidelines and previous guidelines of the IPCC;

  • The transition period from the current to the revised UNFCCC Annex I reporting guidelines including the flexibility allowed to Annex I Parties undergoing the process of transition to a market economy in accordance with Article 4, paragraph 6, of the Convention;

  • Outline and elements of national inventory reports.

Methodological issues related to reporting when using the 2006 IPCC guidelines

The above lists are not exhaustive of all considerations of the work programme; submissions by Parties on the scope of the work programme due 15 February 2010 are likely to provide additional items to be addressed by this programme.

Workshops

The SBSTA requested the secretariat to organize in 2010 two workshops on this work programme. The first workshop is to address key issues relating to the revision of the UNFCCC Annex I reporting guidelines, and the second workshop is to address the methodological issues relevant to the use of the 2006 IPCC Guidelines.
