Background

Welcome to the United Nations Climate Change Conference taking place at the World Conference Center Bonn (WCCB) in Bonn, Germany, from 6 to 16 June 2022. The conference includes the fifty-sixth sessions of the Subsidiary Body for Scientific and Technological Advice and the Subsidiary Body for Implementation (SB 56).

Logistical information for participants

The venue is easily accessible for visitors with mobility difficulties and accessibility needs. The ground floor level has a large ramp to easily access meeting rooms Nairobi; Wien; Genf and New York. Each level is fully accessible with lifts, wide enough to accommodate a standard wheelchair and access meeting rooms Santiago de Chile; Tokio and overall facility (i.e. participant centre) on second floor. On the Rhine level (lower level) meeting rooms Bangkok and Addis Abeba are also accessible via the lifts.

All meeting rooms with a classroom seating style equipped with a raised podium have a secured build-in accessible-ramp.

Regarding any COVID-19-related restrictions on travel to Germany, please consult the appropriate German diplomatic mission as well as the website of the German Federal Ministry of the Interior.

Banking services are available from Deutsche Bank in room H-034, located next to the daily subsistence allowance (DSA) office, in the Altes Abgeordnetenhochhaus building on the United Nations Campus from Tuesday, 31 May, to Friday, 3 June. As of Monday, 6 June, the bank will be located in the foyer of the main building of the WCCB. The services available include foreign currency exchange into or from euros. A Deutsche Bank cash machine (ATM) is available in the lobby of the Langer Eugen building on the United Nations Campus. Other ATMs in the vicinity of the conference venue are at the Haus der Geschichte museum (Sparkasse ATM), located at Willy-Brandt-Allee 14, and at the Post Tower (Postbank ATM), located at Platz der Deutschen Post 1. All cash machines are available during working hours.

Bus services

Bus line SB60 services the 25-kilometre stretch between Cologne/Bonn Airport and Bonn’s main railway station. The journey takes about 30 minutes. At the time of writing, a one-way ticket costs EUR 7.70. The bus leaves every 30 minutes on weekdays and every 30–60 minutes on Saturdays and Sundays.

Hotel bookings made online include a pass for free local public transport, including from and to Cologne/Bonn Airport.

Individual transportation arrangements, such as car or van rentals, are strongly discouraged.

Code of Conduct

UNFCCC conferences, meetings and events participants should be professional, respectful, inclusive and create harassment-free environments for all participants.

Harassment in any form, including sexual harassment, will not be tolerated. All participants are expected to conduct themselves in a professional and appropriate manner and familiarize themselves with the Code of Conduct documents.

The Code of Conduct is available in all official UN languages here and contains information on prohibited conduct, complaint and investigation processes as well as possible consequences in case of misbehaviour. Learning video and quiz are also available.

We encourage reporting any incident either to SpeakUp@unfccc.int or directly to any badged UN Department of Safety and Security (UNDSS) officer at any time.

Additional guidelines for participants

Guidelines on the use of cameras and audio/video recording devices

Participants should be aware that participants may use cameras and audio/video recording devices in public areas, such as lobbies and corridors, provided that such activities do not cause disruption to the activities or movements of participants or security provisions of that area.

Important: the recording of audio and video by Party or observer organization delegations during open and closed official meetings and in designated high-security zones is not permitted.

Authorized media actions and publicity events in designated areas are permitted. Materials containing abusive or offensive language or images or political pronouncements are not permitted in the conference venue.

Guidelines for the participation of non-governmental organization representatives

Non-governmental organizations are responsible for the conduct of their representatives. Any behaviour not consistent with these guidelines may have an impact, including debadging and revoking access, on the participation of the organization and/or of the individual.

UNFCCC SB56 COVID-19 code of conduct

The Conference has to be organized in such a manner that it can take place safely during the COVID-19 pandemic. Protecting the health of participants and the local community while enabling an effective, inclusive and safe Conference is of utmost importance. Everyone participating has an important role to play in ensuring safety. 

To this end, all participants accredited (badged) by the UNFCCC secretariat to attend the Conference must adhere to the SB 56 COVID-19 code of conduct.

The equipment is intended for use by all participants. When using the computers in this centre, please be considerate and limit use when others are waiting.

Wireless connectivity

For best connectivity, it is recommended to:

  • Only select/use the PlugNPlay Wi-Fi service
  • Disable personal hotspots/tethering
  • Switch off your Mobile Wi-Fi (MiFi) device if you have one
  • Avoid areas marked “Weak Wi-Fi spot”

Ethernet cables are available at the computer centres for faster wired connectivity and in case of Wi-Fi problems.

Please report any issues to the ICT customer support staff located at the computer centres, call +49 228 815 1200 or look for support staff who are easily identifiable by blue vests marked “ICT SUPPORT”.

You may claim your consignments at the Information Desk, located on the left-hand side of the ground floor of the main building after passing through the security check. Please present all relevant shipment documents (e.g. air waybill) and information.

To reduce the carbon footprint of the conference and owing to logistical considerations such as storage availability, the secretariat will not be in a position to receive shipments of a cumulative total weight in excess of 50 kg per Party or observer organization.

Delegates from Parties eligible for funding are kindly requested to contact the daily subsistence allowance (DSA) office located in the temporary structure in the foyer of the main building of the WCCB as of Monday, 6 June. Those funded delegates attending the pre-sessional meetings of the regional groups are invited to come to the DSA office in room H-030 in the Altes Abgeordnetenhochhaus building on the United Nations Campus from Tuesday, 31 May, to Friday, 3 June. Please bring your passport, electronic flight ticket confirmation and boarding pass(es). After receiving clearance from the DSA office, delegates can proceed to the bank to collect their DSA.

All registered participants are being sent - to the email address they were registered with - an invitation to log into the digital platform.

Negotiations

  • Registered participants will be able to watch negotiation meetings on the digital platform in accordance with their badge access rights, as per standard practice.
  • Negotiators who have received their conference badge on site but are unable to come to the venue for reasons related to COVID-19 may exceptionally request to actively participate remotely in negotiations through their Head of Delegation or through the negotiating group Chair/Coordinator who will write to SB56-VirtPart-exception@unfccc.int with proof of their positive COVID-19 result, or written confirmation from a physician or a competent authority in Germany. They should specify which meetings they would like to take part in remotely.
  • In addition, any negotiator unable to travel to Bonn for SB 56 owing to a positive COVID-19 test may exceptionally submit a request to actively participate remotely in negotiations through their Head of Delegation or through the negotiating group Chair/Coordinator who will write to SB56-VirtPart-exception@unfccc.int. including the positive test result and its date.

Mandated events

Most mandated events will be broadcast on the digital platform, and in some cases on the UNFCCC YouTube channel. Active participation through the platform may be possible as instructed by the organizers. More information on accessing these events will be provided on the event pages, accessible from the Calendar on the UNFCCC website, as well as on the relevant SB 56 pages.

Side events

  • Registered participants will be able to watch side events on the platform and use the moderated chat functionality to ask questions and leave comments.
  • Registered participants will be able to join a side event as speakers on the platform if the organizers of that side event communicate the relevant information to the secretariat following the procedure shared with all organizers in the Side Events and Exhibits Online Registration System (SEORS).

Documents will be made available on the SBSTA 56 and SBI 56 session web pages, accessible from the UNFCCC website home page, the SB 56 conference page, the UN Climate Change app and the SB 56 platform. They will also be accessible on the Documents page (reachable from the Documents and decisions menu on the home page).

A tweet is sent out when a new official document or a relevant new version of a draft text is posted to the website. The Twitter account is In-session documents, with the handle @UNFCCCDocuments. Push notifications will also be sent through the UNFCCC website and the UN Climate Change app to those who allow them in their browser and the app, respectively.

Documents will only be available electronically (online). However, delegates may print documents themselves at the computer centre.

COVID-19

To ensure the health and safety of participants and the local community, participants are expected to fully comply with and adhere to the following current COVID-19 health and safety regulations:

  • Full vaccination is strongly encouraged.
  • Participants will be required to agree to abide by the SB 56 COVID-19 code of conduct as well as the UNFCCC event code of conduct when picking up their badge.
  • Daily self-testing:
    • All participants will be expected to perform a rapid antigen self-test daily for the duration of their participation in the conference.
    • Test kits will be distributed free of charge to participants as follows:
      • Monday, 6 June to Thursday, 16 June, from 8:00 to 16:00 hrs, in the lower foyer of the WCCB.
    • Access to the conference venue is not conditional on proof of full vaccination or a negative antigen test, but it is expected that participants test daily for everyone’s safety.
    • Participants with a positive test result will need to:
    • Please note:
      • Self-isolating participants can request to participate in negotiations remotely by writing to SB56-VirtPart-exception@unfccc.int.
      • Funds are available to cover the costs incurred due to self-isolation beyond the end of the conference, such as for accommodation and air ticket changes. Please contact Self-Isolation-Fund@unfccc.int for any queries.
      • If medical assistance is required, please refer to the information below on medical emergencies.
      • Self-isolation can be ended after 5 days with an official negative test (rapid antigen test from a test centre or a PCR test) or after 10 days without an official negative test.
  • Mask wearing is obligatory when indoors/in the venue except when eating or drinking or when speaking in a meeting room or at an event. Masks will be distributed free of charge at the distribution counter together with the test kits.
  • Venue Details: Enhanced fresh air circulation will be implemented in the WCCB. Hand sanitizer dispensers will be available throughout the venue.

Physical distancing is currently not implemented in the venue, but participants are encouraged to maintain a safe distance wherever and whenever possible.

The secretariat will continue to monitor the situation and adjust guidelines as necessary.

Medical insurance

Participants are strongly advised to obtain comprehensive international medical insurance for the duration of their stay. The United Nations and the UNFCCC secretariat disclaim all responsibility for medical, accident and travel insurance, for compensation for death or disability, for loss of or damage to personal property and for any other costs or losses that may be incurred during travel or the period of participation at the conference including pre-sessional meetings.

In the interests of the security and safety of all participants and the smooth running of the sessions, the UNFCCC secretariat reserves the right to deny and/or restrict access to the conference premises, or to request participants to leave the premises. The UNFCCC secretariat shall not be responsible for any expenses incurred by participants who are requested to leave the premises or refused registration or access to the sessions for which they have been nominated and/or registered as participants.

 

Non-smoking policy

Smoking is not allowed inside the conference premises. Designated smoking areas are available outside the conference area.

Meeting rooms can be booked for meetings of a maximum duration of 55 minutes from 8:00 to 18:00 hrs.

Meeting Room Assignment (MRA) forms can be downloaded here and may be sent by email to meetingrequest@unfccc.int; the MRA team will track your request and issue notifications/confirmation by the last week of May 2022.

As of the 1st day of the conference (6 June 2022), Meeting Room Assignment (MRA) forms will have to be submitted at the MRA counter only in person and not by email anymore. The availability and location of your meeting room will be confirmed in the evening of the day before your meeting at the MRA counter. Once confirmed, it is advisable to frequently check your email inbox for potential changes to your confirmed meeting room booking. All confirmations are subject to reconfirmation by the requestor one hour before the start of the meeting. Not reconfirmed meetings will be automatically removed from the system.

  • Meeting room requests may be submitted for a maximum duration of 55 minutes per Party, regional group or observer organization (United Nations, intergovernmental organization or non-governmental organization). Please be reminded that meetings must conclude, and the rooms vacated on time.
  • Meeting room reservations are made on a provisional basis and their final confirmation depends on the demands of the negotiating process, which takes priority.
  • In the event that the meeting room you have booked is required for informal consultations, contact groups or other urgent negotiation meetings at short notice, you may be provided with an alternative solution.
  • Meeting room layouts are fixed and comply with the national health and safety regulations of the host country. Thus changing, moving or removing of any furniture or equipment is not permitted.
  • To ensure the safety and well-being of all, participants are requested to adhere to the meeting room’s seating capacities, standing in the room during meetings is not permitted.
  • Food and beverages are not permitted inside the meeting rooms, except water.
  • Meeting rooms cannot be booked for side events. If you plan to organize a side event, please refer to the Side Events and Exhibits Online Registration System (SEORS) for further information.

A nursing room is available within the facilities of Plenary New York, and accessible via the right door, level 1, first room.

All formalities regarding registration, including issuance of badges to duly nominated participants to attend the sessions, are free of charge.

Who can register

Parties to the Convention, United Nations and related organizations and agencies, media and non-profit organizations with observer status may register to attend the sessions of the Convention. More information on options for participation is available here.

How to register

Registration for the conference is managed through the UNFCCC Online Registration System (ORS).

The notifications on SB 56 registration for Parties and observer States, as well as for admitted intergovernmental organizations and non-governmental organizations, are available here.

United Nations organizations and Specialized Agencies have been notified of their registration process.

Multiple registration for the conference is not permitted (i.e. registration as an observer organization representative and a Party or State representative and/or press/media representative).

Collecting conference badges

To be issued a conference badge, all participants must be duly registered as indicated in the section “How to register” above.

Upon arrival at the venue for the first time, you will be requested to proceed to the registration desk to collect your badge for access to the conference premises. The acknowledgement letter from the online registration system – printed or on mobile device – and a valid passport or a nationally approved identification card should be presented to the registration staff for the issuance of your badge.

For subsequent visits to the venue, once you have a badge, you may access the venue directly through security, without stopping at the registration desk.

Once the badge has been activated, the record cannot be deleted from the database.

Applications for side events will be managed through the Side Events and Exhibits Online Registration System (SEORS). SEORS is the only channel used by the UNFCCC secretariat to receive applications for official side events by IGOs and NGOs duly admitted by the COP and Parties partnering with such admitted observer organizations.

Paper use and distribution

Participants are encouraged to print and photocopy only what is absolutely necessary prior to and during the sessions.

Participants are asked to refrain from distributing any printed materials, such as publications and information related to side events and exhibits, other meetings or future conferences. The electronic dissemination of information is strongly encouraged.

SB 56 interactive venue map
The SB 56 interactive venue map is designed to facilitate navigation around the SB 56 venue. Use the map to easily locate meeting rooms and other facilities at the conference. The wayfinder feature allows navigation between two locations, and shows the most convenient route from a to b. Click on the points of interest to find further information about a location, such as web links and meeting schedules. The secretariat is piloting the interactive map feature at SB 56 and appreciates receiving feedback on this service.

All foreign delegates entering Germany must have a valid passport.

Participants requiring a visa are strongly encouraged to contact the appropriate consular authorities as soon as possible. The issuance of a visa for Schengen States may take up to two weeks from the date of submission of the visa application. To facilitate the issuance of a visa, a copy of the acknowledgment letter from the online registration system must be attached to the visa application.

Participants are advised that obtaining a Schengen visa is contingent on the participant securing comprehensive insurance that covers their entire stay. If travelling more than once, it is recommended to obtain insurance that covers the period of all intended stays.

Participants should indicate also if a Schengen visa has been issued to them in the last 59 months.
