Gender and the role of Constituted Bodies

Constituted bodies are technical subsidiary bodies with limited membership  established under the Convention, the Kyoto Protocol and the Paris Agreement.  There are currently 15 under the UNFCCC process. Dependent on their respective mandate most provide technical or policy guidance.

COP 25, by decision 3/CP.25, established the enhanced Lima Work Programme and its Gender Action Plan, which acknowledges the continuing need for gender mainstreaming through all relevant targets and goals in activities under the Convention as an important contribution to increasing their effectiveness, fairness and sustainability and further encourages constituted bodies to continue strengthening their efforts in integrating a gender perspective into their processes.

All constituted bodies are requested to include information on progress towards integrating a gender perspective into their respective processes in their regular reports (3/CP.25, para 12) and the secretariat is requested to produce a biennial synthesis report (3/CP.25, para 15(b)).

Capacity building and information briefs  

The secretariat, in collaboration with relevant organizations, continues to provide capacity-building support to constituted bodies and secretariat staff in integrating a gender perspective into their respective areas of work.

Below you can find information on capacity building sessions organized with and for constituted bodies. To ensure members of constituted bodies are introduced to gender-related mandates and to the relevance of gender in the context of their work in a consistent and systematic manner the secretariat developed thematic briefs that serve as induction and refresher material.

Information on different constituted bodies’ work on gender   

As the synthesis report on constituted bodies’ reporting on their progress in integrating a gender perspective is published every two years, constituted bodies are increasingly sharing information on their gender related work on their respective websites.  

Some constituted bodies have either established gender related working groups or nominated Gender Focal Points or have institutionalized their approach to integrating gender.

The PCCB Working Group 2 on cross-cutting issues co-organized with the Adaptation Committee a joint event in 2020 to focus on promoting gender analysis in the NAP process via using sex-disaggregated data and reducing gender inequalities through NAPs by raising awareness and building capacity.
