Article 11 of the Paris Agreement makes specific reference to the need for capacity-building under the Agreement to facilitate technology development, dissemination and deployment and access to climate finance.

The Finance & Technology Day will provide a platform for capacity-building stakeholders to showcase experience, good practices, tools and methodologies, and lessons learned with regard to building the capacity of countries and relevant actors to develop, disseminate and deploy technology, and/or to access and manage climate finance with a view of implementing effective climate action.

Objective

The Finance & Technology Day at the 3rd Capacity-Building Hub brings together experts and key stakeholders to take a deep dive into enhancing capacities on access to finance, technology, and data. In six one-hour sessions that span major world regions from Europe to Asia-Pacific and from Africa to the Americas, different organizations explore ways to enhance capacities on climate finance, harness the power of technology, foster collaboration, and promote knowledge-sharing between actors on the local, national, and global level. 

Topics and Participating Innovators

The Day includes transformative youth-focused approaches of the World Federation of Engineering Organizations and the Global Youth Development Institute, energy system solutions from the UNDP DTU Partnership and the International Atomic Energy Agency, and cross-cutting, evidence-driven global pathways to enhanced climate finance presented by the Commonwealth Secretariat and SLYCAN Trust. 

  • World Federation of Engineering Organizations is bringing together youth organizations and sharing information and best practices that unlock the potential of youth to contribute to climate action through meaningful involvement in policymaking, transparency, and inclusion. 

  • Global Youth Development Institute will present a virtual marketplace for capacity-building and Action for Climate Empowerment (ACE) that can connect Parties, practitioners, youth, and potential funders to transform finance into action. 

  • UNDP DTU Partnership will showcase a virtual knowledge management system to share technologies, tools, and methodologies for energy systems and smart cities, contributing to enhanced and scaled-up mitigation action. 

  • SLYCAN Trust seeks to build capacities and knowledge on risk finance and risk transfer instruments and mechanisms, as well as share good practices and strengthen risk finance solutions to enhance the resilience of households and communities worldwide, particularly in developing countries. 

  • The Commonwealth Secretariat will highlight the role of earth observation data and tools to improve climate finance flows and access to climate finance as well as the role played in the development of national capacities for assessing climate risks and identifying vulnerable sectors. 

  • International Atomic Energy Agency will showcase the importance of building and reinforcing sustained national capacities and local expertise for energy planning in achieving mitigation targets, enhancing local expertise, and developing sustainable and climate-friendly energy strategies. 

Access to finance, technology, and data for climate action is a critical need identified on all levels, as referenced in Article 11 of the Paris Agreement. This includes the capacity to identify baselines and vulnerabilities, produce proposals for major climate funds, mobilize funding from different sources, leverage opportunities for technology and data transfer, and utilize existing finance for climate action and resilience.

Capacity-building and the work of the PCCB go beyond individual training and includes institutional setups, methodologies, and tools that can be replicated and scaled across different contexts and target audiences. The Finance & Technology Day sessions will highlight the importance and value of model codes of practice, virtual knowledge management systems, evaluation tools, communication and coordination between different actors, energy system analysis and energy planning, as well as the development of long-term strategies. 

The sessions approach the finance-technology-capacity nexus from different perspectives but converge around common themes. A range of distinguished panelists and speakers outlines aspects of building, enhancing, and sustaining national capacities and local expertise on climate finance, data, and technology. The sessions focus on capacity-building related to public and private finance, including climate and disaster risk finance and transfer, and address capacity needs related to technology, data, and infrastructures, such as earth observation tools, energy system assessments, or smart city design.

Youth play a pivotal role in climate action, and building their capacities is a key priority. There is a wealth of ideas, innovations, and youth-led initiatives that need to be showcased and supported for scaling up implementation. On Finance & Technology Day, the sessions will feature lightning pitches from young climate leaders, a virtual marketplace for ACE and capacity-building, collaborations between youth organizations and young engineers, climate education, and the role of youth in risk management and finance for resilience.

Target Audience

The 3rd Capacity-Building Hub’s Finance & Technology Day provides a space for stakeholders to showcase their experiences, good practices, tools, methodologies, and lessons learned for building the capacity of countries and relevant actors to develop, disseminate, and deploy technology, and/or to access and manage climate finance to implement effective climate action. It aims to engage Party delegates, policymakers, organizations engaged in capacity-building or ACE-related work, youth organizations and representatives, stakeholders in the energy sector, practitioners, researchers, the private sector, and civil society representatives.
