Background

Article 4, paragraph 9, of the Convention provides for the special support to the least developed countries (LDCs), with respect to funding and transfer of technology, given their specific needs and special situations. Over the years, a number of mechanisms have been set up to specifically support the LDCs including the LDC work programme, the Least Developed Countries Expert Group (LEG), the Least Developed Countries Fund (LDCF), the process to formulate and implement national adaptation plans (NAPs), as well as specific request to the operating entities of the Financial Mechanism, Parties and organizations to enhance support to the LDCs. In particular, the Green Climate Fund was requested by COP 21 to expedite support to the LDCs for the formulation of NAPs and the implementation of policies, projects and programmes identified in them.

The LEG is mandated to provide overall technical guidance and support to the LDCs on the aforementioned issues as well as on other specific areas such as regional approaches, gender, vulnerable communities, groups and ecosystems. The LEG is also mandated to engage a wide range of organizations, regional centres and networks to deliver the support to the LDCs. The work of the LEG continues to evolve based on the needs of the LDCs and corresponding mandates from the COP and the SBI. Parties (including the LDCs), bilateral and multilateral agencies, organizations, regional centres and networks also continue to advance support to the LDCs to address climate change

Objective

This event presented progress of the work of the LEG in supporting the LDCs. It also provided an update in the progress made in the process to formulate and implement NAPs, and discussed emerging challenges and opportunities for the LDCs to effectively advance the formulation and implementation of NAPs.
