Second annual PCCB technical progress report (2018)
Created in 2015, the Paris Committee on Capacity-building (PCCB) addresses current and emerging gaps and needs in implementing and further enhancing capacity-building in developing countries. The PCCB has been tasked with managing and overseeing the capacity-building workplan for the period 2016-2020 (1/CP.21 para 73) and will play a key role in ensuring coherence and coordination in capacity-building activities under the Convention.
The PCCB consists of twelve capacity-building experts who represent developed and developing countries. It meets once each year and regularly reports to the Conference of the Parties (COP) on its progress and activities.
An important part of its work is the analysis of climate capacity-building issues and the development of sensible policy recommendations to support countries in enhancing climate action. For the years 2017 to 2019, its focus area is capacity-building activities for the implementation of nationally-determined contributions (NDCs) in the context of the Paris Agreement.
