RCC Asia and the Pacific will co-host a webinar to engage non-party stakeholders in the preparation of the NDCs 3.0. These Nationally Determined Contributions will be updated in 2025 and chart the way forward for climate action.

Objectives

This conversation will engage diverse stakeholders and focus on the “investability” and “implementability” of NDCs using global tools and principles. The webinar is designed to:

  • Provide a platform that fosters a constructive dialogue with stakeholders in the development and implementation of NDCs, focusing on data collection and reporting, access to finance and technologies as well as acceleration of implementation on the ground and raising ambition.

  • Explore the elements of enabling environments that take into account national and local circumstances and increase the role of non-Party stakeholders in shaping and contributing to climate action, working not only with countries but the entire climate action ecosystem. 


Background

Effective responses to climate change require the mobilization of innovation and action across all levels of government, enterprises, and civil society, with non-party stakeholders (NPSs) like civil society organizations, the private sector, financial institutions, subnational governments, local communities and Indigenous peoples playing crucial roles in sharing experiences and catalyzing adaptation and mitigation efforts.
 

The Paris Agreement and subsequent decisions, including the establishment of High-Level Champions and the Marrakech Partnership, underscore the need for multilevel engagement. COP27 highlighted NPSs' role in enhancing implementation and recognized the need to further strengthen accountability of voluntary initiatives through platforms like the NAZCA Portal.
 

As countries prepare their next Nationally Determined Contributions (NDCs) for 2025, incorporating non-Party stakeholders is essential for accurate progress assessment, identifying gaps, accelerating implementation, and raising ambition. Additionally, addressing the climate finance gap requires exploring the "investability" of NDCs and scaling up implementation, including supporting project preparation, pipeline development, aggregation of projects, new financial instruments, and policy reform.
