Background

By decision 1/CP.21, paragraph 53, Parties decided that, prior to 2025, the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA) shall set a New Collective Quantified Goal on Climate Finance (NCQG) from a floor of USD 100 billion per year, taking into account the needs and priorities of developing countries.

At CMA 1, in Katowice1, Parties decided to initiate deliberations on setting the NCQG at its third session. At CMA 3,2 in Glasgow, Parties decided that deliberations on setting the NCQG be conducted in an open, inclusive and transparent manner, ensuring participatory representativeness. Parties established an ad hoc work programme on the NCQG from 2022 to 2024, to be facilitated by co-chairs, one from a developed country and one from a developing country for the duration of one year. The CMA also decided to conduct four technical expert dialogues per year, with one to be held in conjunction with the first regular sessions of the Subsidiary Bodies and one to be held in conjunction with the CMAs, and the two remaining dialogues to be organized in separate regions with a view to facilitating inclusive and balanced geographical participation.

Objectives

The co-chairs of the ad hoc work programme on the NCQG for 2022, Ms. Federica Fricano (Italy) and Mr. Kishan Kumarsingh (Trinidad and Tobago), cordially invite Parties and observers to join an information webinar on the ad hoc work programme on the NCQG.
The information webinar provides an opportunity for the co-chairs to introduce themselves and to respond to any questions that attendees may have with respect to the implementation of the ad hoc work programme and the first technical expert dialogue, scheduled for 24–25 March 2022 in Cape Town, South Africa. In particular, the webinar provides an opportunity for the co-chairs to:

• Introduce themselves to Parties and stakeholders and the mandates related to the ad hoc work programme;
• Provide an update on the activities under the ad hoc work programme; and
• Respond to any questions Parties and stakeholders may have related to the implementation the ad hoc work programme in 2022.

Suggested structure and flow of the webinar

This webinar will be convened and moderated by the co-chairs and comprised of four components:

• Introduction by the co-chairs;
• Update on ongoing preparations for the first technical expert dialogue;
• Questions by participants to the co-chairs;
• Closure by the co-chairs and announcement of upcoming NCQG activities.

Format

The webinar will be informal and interactive, with the objective to meet the co-chairs of the ad hoc work programme and seek clarifications on the approach to conducting the work over the course of 2022. There will be no formal output, however the main deliberations during the webinar will inform the annual report of the co-chairs to CMA 4
