AC/2019/1 - Provisional agenda and annotations

Outcome

The agenda was adopted as presented.

3. Organization of work

Outcome

The organization of work was agreed as suggested.

4. Election of the Co-Chairs

Outcome

Ms. Pilar Bueno (Argentina) was re-elected and Ms. Marianne Karlsen (Norway) was elected as Co-Chairs of the AC

5. Promoting overarching coherence

5. (a) Map of adaptation-relevant mandates and from COP 24/CMA1 and relevant workplans from other constituted bodies

AC/2019/2 - Relevant adaptation-related outcomes from the 2018 Climate Change Conference held in Katowice, Poland

Outcome

The AC took note of the overview of new and relevant developments/mandates on adaptation that derive from COP24 in Katowice, including information requiring action from the AC, and developments that the AC will monitor.

It agreed to include the relevant mandated action items into its flexible workplan.

5. (b) Collaboration with other adaptation-related institutional arrangements under the Convention

Outcome

The AC took note of oral reports from members who represented the AC at other meetings.

It agreed to inform the AC on relevant outcomes and action points arising from such meetings in the future by completing and circulating a short template.

5. (c) Advice to the Nairobi work Programme on impacts, vulnerability and adaptation to climate change

AC's advise to the NWP - Letter to the Chair of the SBSTA by the AC's Co-Chairs

Outcome

The AC agreed on advice to the NWP as discussed, including the theme of “Oceans” for the 13th Focal Point Forum (FPF) in 2019 and “The link between climate change adaptation and biodiversity” for the 14th FPF in 2020. The AC further agreed on the modalities for elaborating and communicating its advice to the NWP and requested its Co-Chairs to communicate the advice to the Chair of the SBSTA.

5. (d) Mainstreaming a gender perspective into the work of the Adaptation Committee

AC/2019/4 - Incorporating gender considerations into adaptation action and across the workplan activities. Concept note

Presentation of the document

Outcome

The AC agreed on next steps towards developing a plan for enhancing consideration of gender in adaptation action and the AC workplan activities and on nominating an additional gender focal point.

It provided guidance to its gender focal points to work with the secretariat to proceed with the development of the plan.

6. Work of the Adaptation Committee’s working group on the Technical Examination Process on Adaptation

AC/2019/5 - 2019 Technical Examination Process on Adaptation. Concept note

Presentation of the document

Outcome

The AC agreed on the approach to the 2019 TEP-A, including six thematic clusters to serve as an umbrella to organize the technical expert meeting over two days. The AC kindly requests the lead organizations and the secretariat to proceed with the organization of the 2019 TEMs.

Regarding the theme for 2020 the AC agreed on a reduced list of 3 issues:

  • 1.5 degrees;
  • Education, public participation and youth; and a
  • Summary of the 2016 to 2019 TEPs.

The decision will be taken at AC 16.

7. Technical support and guidance to the Parties on adaptation action

7. (a) Work of the Adaptation Committee Task Force on National Adaptation Plans

AC/2019/6 - Workplan of the Adaptation Committee Task Force on National Adaptation Plans

Presentation of the document

Outcome

The AC took note of an oral report by the Co-Leads of the NAP Taskforce and provided further guidance for refining the workplan.

The AC also took note of the next steps for the implementation of the task force’s 2019-2021 workplan and encouraged its taskforce to strengthen involvement of its members from other constituted bodies.

The AC welcomed the interest by observers to contribute to the work and considered inviting representatives from organizations providing climate services to contribute.

7. (b) Monitoring and evaluation of adaptation

AC/2019/7 - Sharing existing knowledge and tools for monitoring and evaluation systems. Concept note

Presentation of the document

Outcome

The AC agreed that the key themes for the planned event will be communicating M&E results; and sharing existing knowledge and tools on measuring progress of adaptation actions; also addressing data.

It agreed that the event should be postponed to the first half of 2020 and requested the secretariat to draft an agenda and background note under the guidance of the AC. The AC further agreed that this will be an iterative process.

7. (c) Data systems for adaptation planning and implementation

AC/2019/8 - Countries’ needs and solutions in relation to data systems for adaptation planning and implementation. Concept note

Outcome

The AC took note of a presentation by a representative of WMO and his offer to collaborate with the AC.

It agreed to take the information into account in developing a new concept note for a technical paper addressing short-medium and long-term adaptation, data, financial flows and any other relevant topics.

7. (d) Linkages between mitigation and adaptation

Outcome

The AC considered the outline of the paper and the timeline for its preparation and requested the secretariat to prepare the paper taking into account the discussions at AC 15.

8. Technical support and guidance to the Parties on means of implementation

8. (a) Engagement with the private sector

AC/2019/10 -Fostering engagement of the agri-food sector in resilience to climate change. Report on the workshop

Presentation of the document

Outcome

The AC requested the secretariat to finalize the report on the 2018 workshop, taking into account the discussions at AC15. It agreed to finalize the recommendations derived from the report at its 16th meeting.

It further requested the secretariat to prepare a user-friendly version of the workshop report and agreed to use the outcomes from the workshop to inform the 2019 Adaptation Forum (see below).

8. (b) Capacity gaps in accessing adaptation funding

AC/2019/11 - Capacity gaps in accessing adaptation funding. Draft call for submissions

Presentation of the document

Outcome

The AC agreed on next steps for the call for submissions and the subsequent development of an information paper as contained in the scoping paper.

It provided additional guidance to the secretariat to refine the guiding questions and agreed to open the call to interested organizations, encouraging responses to remain within the mandate of the call, i.e. focusing on Parties’ capacity gaps in accessing adaptation funding and on their successes and challenges in building in-country capacity.

9. Awareness-raising, outreach and sharing of information

9. (a) Information products

Outcome

The AC is invited to provide feedback to the secretariat by 4 April on the draft knowledge product on long-term adaptation planning and various approaches.

It suggested further topics for the NWP’s e-Update, including updates on its own work, including on gender.

The AC took note of the calendar of events available on the website of the International Institute for Sustainable Development and agreed to use this for its reference and information.

9. (b) Review and update of the Adaptation Committee's communications plan, including a social media strategy

Outcome

The AC requested its working group, supported by the secretariat and taking into account the discussions at AC15, to revise the strategy, including the mission, objective and target audience, and to prepare a detailed communications plan to implement the communications strategy for consideration at AC16.

9. (c) Report on the state of Adaptation under the UNFCCC

AC/2019/13 - Report on the State of Adaptation under the Convention. Scoping note

Presentation of the document

Outcome

The AC agreed on the scope and structure of the report to serve as an update of the 2013 report.

It agreed to amend the title of the updated 2019 report in order to avoid confusion with other upcoming reports in the context of the Global Stocktake and requested the secretariat to start preparing it.

9. (d) 2019 Adaptation Forum

AC/2019/14 - 2019 Adaptation Forum “Engagement of the Private Sector in NAPs. Challenges and opportunities”. Concept note

Presentation of the document

Outcome

The AC provided further guidance to the working group on the organization of the 2019 Adaptation Forum, including amending the title to “Engagement of the private sector in adaptation planning processes, incl. NAPs”.

The AC requested its working group and the secretariat to conduct the Forum and requested its working group to report on the outcomes at AC 16.

9. (e) 2019 NAP Expo

Outcome

The AC took note of an oral update by the secretariat on the preparations for the 2019 NAP Expo.

10. Revised flexible workplan of the Adaptation Committee

AC/2019/15 - Draft updated workplan of the Adaptation Committee 2019-2021

Outcome

The AC considered the placement and timing of the new mandates stemming from COP 24, including milestones for their implementation, such as a letter to the IPCC.

It also aligned several outputs planned for 2019 and 2020 and with this agreed on the updated flexible workplan.

11. Organization of inter-sessional work

Outcome

The AC agreed on leads and members of its working groups and on members nominated in response to invitations for collaboration from other constituted bodies.

The leads of groups are requested to hold a call with members of their respective groups in mid-April to elaborate their schedules of work.

12. Dates for future meetings

Outcome

The AC agreed to hold its 16th meeting from 9-12 September 2019.
