Background
The Paris Committee on Capacity-building (PCCB) was established at COP 21, in 2015, to address current and emerging gaps and needs in implementing capacity-building in developing countries, and in further enhancing capacity-building efforts, including with regard to coherence and coordination in capacity-building activities under the Convention. At its sixth meeting in June 2022, the PCCB agreed on - “Capacity-building support for adaptation, with a focus on addressing gaps and needs related to formulating and implementing national adaptation plans (NAPs)”, as its focus area for 2023.
Given that as of 21 October 2022, only 14 out of 37 NAPs had accompanying implementation strategies, and recognizing this substantial gap, the PCCB aims to contribute towards building capacities to develop NAP implementation strategies in countries across the African, Middle East and North Africa, Latin America and Caribbean and Asia-Pacific regions. By enhancing the capacities of countries in these regions to formulate and implement effective implementation strategies that include a strong focus on monitoring, evaluation and learning (MEL), there is great potential to significantly increase the impact and sustainability of NAPs.
In light of the annual focus area, the PCCB in collaboration and NAP Global Network set out to facilitate the exploration of how to enhance the capacities of countries to formulate and implement effective implementation strategies that include a strong focus on monitoring, evaluation and learning (MEL) to further increase the impact and sustainability of NAPs through four thematic regional dialogues organized in the African, Middle East and North Africa, Latin America and Caribbean and Asia-Pacific regions respectively. These dialogues were aligned with the annual focus area of the PCCB and took place during the 2023 Regional Climate Weeks.

Key outcomes:
- Stressed the need to enhance national capacity for implementing National Adaptation Plans (NAPs). This involves focusing on education, training, public participation, and international cooperation.
- Different regions, such as Asia Pacific, MENA, Africa, and Latin America, face unique challenges. Solutions include regional collaboration, targeted training, and addressing local capacity shortages, financial constraints, and coordination issues.
- The importance of monitoring and evaluation in adaptation was highlighted. The discussion advocated for comprehensive approaches, combining top-down and bottom-up methods for transparency. Data-driven decision-making and stakeholder involvement were emphasized in evaluating adaptation efforts.
