Background
The Enhanced Transparency Framework (ETF) under the Paris Agreement is central to global efforts to combat climate change, ensuring comprehensive and accurate reporting and review of information on climate actions. The ETF establishes a unified review process that applies to all countries. This marks a significant evolution from the previous Measurement, Reporting, and Verification (MRV) system, which had distinct review guidelines for developed and developing countries, often leading to varying levels of review of data reported.
This transition poses significant challenges for the technical expert reviewers and the secretariat in meeting the increased demands of the technical review process under the ETF. The secretariat urgently needs to bolster its human, technical, and financial capacities to effectively manage and analyze information on climate action in a more integrated and sustainable way.
Emerging technologies such as advanced analytics and artificial intelligence (AI) hold significant promise in supporting the secretariat and the technical expert reviewers to manage, analyze and review the information reported by countries under the ETF. These innovations can enhance and streamline review process, providing the secretariat — especially with limited resources — an opportunity to support the process more efficiently. Ultimately, higher-quality review outcomes will help countries in continuously improving their reporting processes over time.
Objective
This event will explore how advanced analytics and AI can revolutionize the implementation of the review process under the ETF of the Paris Agreement. It will highlight the role of these technologies in transforming the systems and processes required for the review process, addressing both challenges and opportunities. The event will also showcase the partnership between Microsoft and the UNFCCC secretariat, demonstrating how Microsoft's technology is accelerating progress in the operationalization of the review process and helping to advance the goals of the Paris Agreement.
