The second meeting of the Consultative Group of Experts (CGE) took place in Siem Reap, Cambodia, from 10 to 11 October 2019.  15 members attended the meeting.

Key summary of the outcomes of the meeting includes the following:

The CGE took stock of the activities undertaken in 2019 which, among other things, included the following:

  • Organizing 3 regional hands-on training workshops on institutionalizing data management for national GHG inventory; 106 national experts (38 female and 68 male) from 91 developing country Parties were trained through these workshops;
  • Organizing 3 pre-workshop webinars for first time, to prepare the nominated national experts for the workshop;
  • Conducting a survey to gather up-to-date information on problems, constraints, lessons learned, as well as capacity-building needs of developing country Parties to implement the existing MRV arrangements under the Convention and prepare for the enhanced transparency framework under the Paris Agreement;
  • Organizing the pilot CGE informal forum on support for the existing MRV arrangements under the Convention and prepare for the enhanced transparency framework under the Paris Agreement;
  • Developing a technical guide to help developing country Parties prepare for the implementation of the enhanced transparency framework under the Paris Agreement;
  • Developing a toolbox on institutional arrangements to support MRV/transparency of climate action and support;
  • Collaborating with other constituted bodies and expert groups under the Convention and the Paris Agreement, and other international organization.

The CGE took note of the report, prepared pursuant to decision 19/CP.19, annex, paragraph 2, by the secretariat on the composition of the team of technical experts for the technical analysis of biennial update reports.

Further, it also took note of the update, by the secretariat, on the CGE training programme for the team of technical experts for the technical analysis of biennial update reports which is run bi-annually by the CGE with the assistance of the secretariat.

The CGE considered the progress report to the SBI 51, including a report on the regional hands-on training workshops, and an updated technical report on problems, constraints, lessons learned, as well as capacity-building needs of developing country Parties. The reports are available here.

The CGE will organize its second pilot informal forum at COP25 as a part of the Capacity-building Hub of the Paris Committee on Capacity-building.  It is tentatively planned for 5 December 2019 from 18:00 to 20:00.

The CGE concluded that it successfully managed to implement its work plan for the year.  The CGE extended its appreciation to those Parties that contributed in-kind and financial contributions.
