Mandate

The Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA) at its third session decided to convene an annual high-level ministerial round table on pre-2030 ambition, beginning at the fourth session of the CMA (decision 1/CMA.3, para. 31).

Background

The COP 29 Presidency is convening the 2024 annual high-level ministerial round table on pre-2030 ambition on Monday, 18 November 2024, from 10 a.m. to 1 p.m. in Baku, Azerbaijan, during the upcoming UN Climate Change Conference.

The 2024 annual high-level ministerial round table on pre-2030 ambition will be a unique opportunity for Parties to share their views on the priorities they wish to see reflected in the mitigation outcome from COP 29.

As mandated by Decision 4/CMA.4, paragraph 17, participants will also hear from the co-chairs of the Sharm el-Sheikh mitigation ambition and implementation work programme (MWP) on the annual report of the work programme to set the scene of the discussions at the roundtable.

The MWP dialogues in 2024 focused on the topic of “Cities: buildings and urban systems".

The 2024 annual HLMRT on pre-2030 ambition aims to act as a bridge between the technical discussions under the SBs and political discussions to contribute to the mitigation outcome at COP 29 in Baku.

  • What elements of implementable outcomes do you expect to be part of an overall package on mitigation at COP29?
  • How can we harness the results from relevant work to shape the mitigation outcome at COP 29?

Participation and Format

Please note that owing to limited capacity of the venue, participation and attendance in the dialogue is strictly by registration. Details on the registration and access modalities for Parties will be shared directly with National Focal Points. 

The 2023 high-level ministerial round table will also be webcast. Webcast link will be made available here in due course. Interpretation in the official languages of the United Nations will be provided.

Format:
  1. The dialogue will be held in a round table setting, to be facilitated by H.E. Minister Mr. Tore Onshuus Sandvik and H.E. Minister Dr. Dion Travers George.
  2. Once the round table discussion opens, ministerial co-facilitators will open the floor for interventions and invite Ministers with raised flags to speak, with priority given to Ministers speaking on behalf of groups of Parties, followed by Ministers, followed by Deputy Ministers, followed by heads of delegation who are not ministers or deputy ministers.
  3. Interventions should be limited to three minutes; Parties should note that otherwise it may not be possible to accommodate all speakers in the allocated period.
