Background

The 12th Durban Forum was held in conjunction with the 58th session of the Subsidiary Body for Implementation (SBI) on 7 June 2023 under the overarching theme of opportunities and challenges for enhancing capacity for formulating and implementing national adaptation plans (NAPs). In an effort to ensure effective cross-fertilization of ideas and interchange between discussions at the Durban Forum and the work of the Paris Committee on Capacity-building (PCCB), the PCCB is hosting a webinar to address some of the topics and outcomes of the 12th Durban Forum on capacity-building in greater detail. Among all themes brought up both in the synthesis of submissions and during the discussions at the 12th Durban Forum, a key theme was identified as the focus area for the 2023 Durban Forum Deep Dive: synergy and alignment between disaster risk reduction and climate change adaptation in NAPs.

There is growing consensus that disaster risk reduction and climate change adaptation overlap. NAP process provides national authorities and stakeholders to integrate risk-centered approaches and to create synergies and effective connections with disaster risk reduction efforts. Moreover, the formulation and implementation of NAPs can be one tool that national policy makers can use to expand and improve transition and linkages between disaster risk reduction and climate change adaptation. It can facilitate synergies in a country by helping to improve access to climate change information, integrate mutual concerns in sectoral planning and programming and share best practices and lessons learned.  However, in many countries, there is still a need to foster better understanding of the process to formulate and implement NAP process and to identify synergies with DRR, in view of achieving resilient development.

To better develop and implement a NAP which forges connection between DRR and climate change adaptation strategies, the following capacities are indispensable for national institutions:  

  • Administrative capacities to coordinate and manage the NAP processes 

  • Technical capacities in the form of expertise and tools to assess impacts and risks and design effective measures 

  • Financial capacities to fund the processes 

Objectives

In this Durban Forum Deep Dive, the PCCB aims to facilitate the sharing of relevant knowledge, lessons learned and case studies on capacity-building actions related to this topic. This session will shed light on the role of capacity building in:

  • Understanding the synergies between DRR and climate change adaptation;

  • Enhancing knowledge on the climate vulnerability to identify risk reduction opportunities at the national, regional and local levels to advance the NAP process;

  • Harnessing community engagement (anticipation, preparation, decision-making, and recovery) and local knowledge preservation;

  • Understanding how stakeholders and actors should connect to, engage and collaborate with DRR counterparts to benefit from existing experience and enhance capacities.
