Background and scope
The Durban Forum on capacity-building was established in 2011 under the Subsidiary Body for Implementation (SBI) to further enhance the monitoring and review of the effectiveness of capacity-building under the Convention, Decision 2/CP.17, para. 144. It is an in-session discussion platform for Parties, representatives of the constituted bodies under the Convention, the Kyoto Protocol and the Paris Agreement, and relevant experts and practitioners to, on an annual basis and in the context of specific thematic areas, share experience and exchange ideas, best practices and lessons learned in relation to implementing capacity-building activities.
COP 24 requested the SBI to thematically align meetings of the Durban Forum with the annual focus area of the Paris Committee on Capacity-building (PCCB), Decision 15/CP.24, para.6. Thus, the outcomes of the 13th Durban Forum are expected to feed directly into relevant activities of the PCCB as per its workplan for 2021–2024. The 2024 focus area of the PCCB is Capacity-building for addressing gaps and needs related to accessing finance for national adaptation plans (NAPs).
Aligned with the 2024 PCCB focus area, the 13th Durban Forum on capacity-building will be held under the theme “Capacity-building for addressing gaps and needs for accessing finance for NAPs”.
Accessing finance for NAPs remains challenging for many developing and least developed countries due to capacity gaps and needs in various areas and at different levels. These especially include challenges for countries to access funding from funding mechanisms and institutions for formulating and implementing NAPs. These persisting gaps and needs are hampering the building of adaptive capacity and resilience and the coherent integration of adaptation into national, sectoral and sub-national policies and programmes, especially development strategies, plans and budgets in developing countries, UNFCCC-NAP2021-Progress-report.

Emilie Beauchamp
Ms. Emilie Beauchamp is a Lead, Monitoring, Evaluation, and Learning for Adaptation to Climate Change, at the International Institute for Sustainable Development (IISD). She is a lead on monitoring, evaluation, and learning (MEL) with IISD’s Resilience program.

Maier Sifflet
Ms. Maier Sifflet works with the Government of Saint Lucia with the Department of Sustainable Development as a Sustainable Development and Environment Officer. As an Environmental Engineer, she has lead roles in the Department as Climate Change Lead Officer with a focus on Adaptation and Physical Development matters.

Nanki Kaur
Ms. Nanki Kaur Senior Climate Change Specialist (Climate Change Adaptation), ADB Climate Change and Sustainable Development Department. She has over 20 years of policy relevant experience in the area of climate change adaptation, natural resource management, pro-poor development and aid effectiveness. She is a Senior Climate Change Specialist at ADB.

Filimone Tuivanualevu Ralogaivau
Mr. Filimone Tuivanualevu Ralogaivau is the Director and Climate Adaptation Specialist of the Climate Change Division of the Ministry of Environment and Climate Change of Fiji. He has experience in the development, implementation, coordination, and monitoring of Fiji's NAP in which Fiji is currently updating their NAP for the next 5 years of implementation. He has a keen interest in nature-based solutions and ecosystem-based adaptations nexus to indigenous knowledge.
