This page provides the unique identifier (UID), structure of metadata and data exchange standards in the JSON format, together with the description documents for the ETF Reporting Tools. These documents provide a general understanding of the metadata and data exchange standard structure.

What are the ETF tools?

ETF (Enhanced Transparency Framework) reporting under the UNFCCC (United Nations Framework Convention on Climate Change) refers to the framework for climate-related reporting, established under the Paris Agreement. It aims to ensure transparency and accountability in climate actions and support provided by Parties to the Agreement. The Enhanced Transparency Framework (ETF) requires countries to submit Biennial Transparency Reports (BTRs), containing information on greenhouse gas (GHG) emissions, climate policies, adaptation measures, and financial flows.

 

How do I access the ETF reporting tools an account?

Parties were requested to nominate through their National Focal Points the ETF reporting tools Focal point and ETF reporting tools Focal point alternate who in turn will be responsible to grant access to the relevant National Reporting Compilers and Expert.

What are the system requirements for the application?

The ETF Reporting Tools are web-based applications that work with most modern browsers but have offline functionality where users work offline; the data is Synchronized once they are online.

 

Can I use the application offline?

Yes, some features of the application are accessible offline, but for full functionality, an internet connection is required.

 

Where can I find help or a user manual?

The user Manuals can be found on the following tools for the respective ETF reporting tool and a demo video for a quick guide. Manuals are updated regularly.

 

How to Report issues or bugs encountered using the tool?

Users can report issues encountered through our service now portal.  Users are encouraged to provide as much information as possible.

 

Who should be contacted if support is required for inquiries or follow-up?

Parties should contact the secretariat at tools.support@unfccc.int if they encounter any difficulties with using the ETF reporting tools.

 

How can I export all data entry grids as a JSON FILE?

  • Select Data entry from the header bar.
  • Select Options from the upper right-hand side of the Navigation tree
  • Select Export all data entry grids as .json

 

How can I delete a version I am no longer using?

There is currently no way to delete a version. This function will be implemented in a future release.

When adding information concerning "Method" and "Emission factor information," the button "Apply to subsequent years" only works for the first time you enter information. When trying to make a correction for all years this button is no longer working. How is it possible to make a correction for all years?

The apply to subsequent years feature only works if there are blank cells in the subsequent years of the time series. Once the data is available in the subsequent years, it does not work in order to prevent the accidental update of data for the subsequent years without seeing all years of time series. If you delete the data from the cells in the subsequent years and “Apply to subsequent years” again, it will work.

 

Is there a way to easily export all the UID variables for a country?

The user can export all variable UIDs in the “Reporting tables” tab by selecting the “Export variable UIDs” and clicking on “Apply”. The user can then download the variables UIDs in the Excel reporting tables format, where the user will be able to see the UIDs for the variables that they have added/selected for their country.

 

Is there a way to erase all the values entered to start again the reporting without erasing the country-specific nodes created?

The reporting tool currently does not have such a function to remove the data in an inventory without deleting the country specific categories. The user can export the whole inventory in JSON format, leave the “data” section empty in the JSON file, and import the file back to the application to create a new inventory.

 

Is it possible to copy the data from the 2024 inventory to the new inventory for the year 2025?

Yes, the inventory version from 2024 can be exported as a JSON file, and the JSON file can be imported back into the tool for 2025 submissions by uploading the JSON file (3rd option to create inventory) or by creating a blank submission for the year 2025 and importing the JSON file from 2024 into it. The user has to ensure that the version settings match between the two versions to prevent data loss.

ETF Excel Bulk Data Tool . After downloading the excel file, click the Data Entry menu and select the workspace 'Policies and Measures' for NDC.

 

Why are footnotes not allowed for some cells in data entry grids?

There are some cells in data entry grids that do not allow footnotes for technical reasons. Workarounds for this are to put the footnote on an adjoining cell or to put the footnote information in the documentation box for the associated reporting table.

 

Can I add a second number or additional text in my target level for an indicator?

The quantifiable target types only allow single numbers in the cells. However, the “Other (qualitative)” target type can always be used if there is a need to add multiple numbers or text in addition to a number in the target level cell.

 

Is it possible to overwrite the auto populated historical data in sections 4.1, 4.2, and 4.3?

  1. Are the historical data in 4.1, 4.2, and 4.3 automatically updated based on different tables, and if so:
  2. If I overwrite the historical data in 4.1, 4.2, and 4.3 will my changes be saved, or will they be undone if the source data changes?

The historical data will be overwritten if/when you link to a new inventory in version settings (or unlink and re-link to the same one to update the data. We suggest exporting the projections tables as excel files prior to any update to the linked inventory in order to have your custom historical data available to paste back in again. Manually entered historical data needs to be done separately for each of the three data entry grids (4.1, 4.2, and 4.3). It is not copied between them.

I logged into the Support tool however the Data Entry grids are blank.

This is because no Inventory version for your party has been created has been created.

Who can create blank inventory?

A blank inventory for the support tool can only been created by users having the roles of Support NRC or Support NRC Alternate.

Can I update the Version settings?

Once a version has been created, users with the roles of Support NRC or Support NRC Alternate can edit the version setting.

The conversion rate from EUR to USD on ETF appears to not be functioning properly

Please adjust the regional settings or changing the currency format of your computer.

This is often done by modifying the "Region" or "Locale" settings in your laptop's operating system. This adjustment updates how currency is displayed based on the region selected.

What is the ETF Excel Bulk Data Tool?

  • The ETF bulk import tool which is under technical documentation ETF Excel Bulk Data Tool   is a tool that mirrors the Data Entry Grids where parties can do a bulk upload of date to the ETF reporting tools. Once you open the excel file go to the Data Entry menu where there are Policies and Measures for ETF progress and Table III.1, Table III.2, Table III.3, Table III.6 and Table III.7 for the ETF Support.

1. To switch between FTC and NDC tables, use the appropriate buttons in the Data Entry menu:

2. IT Security Policies of you organization may not allow running of Macros within your organization. Which might result in failure of Bulk import tool please consult you IT Team on Macro security within your IT infrastructure.

 

3. The current version of the Bulk import tool has been tested with Microsoft 365 Excel Version.

 

4. Note that if a second  json file is generated from the same data, it will create duplicate projects/measures if it is imported into a version where the projects/measures have been previously imported rather than updating the projects/measures. This is a limitation of the tool.

 

 For NDC Tracking Progress:

1.  Configuring columns: Before entering data, the correct configuration of columns for estimated GHG emissions reductions achieved or expected should be made. All other columns in the worksheet are fixed and cannot be changed. The user can add or delete columns for the years for which estimated GHG emissions reductions achieved or expected will be reported. These columns must match the selections in the version settings in the NDC progress reporting tool for the import to complete successfully.

 

   a. To add columns:

        i.    Go to data entry tab and select add column

        ii.   Enter the year for the GHG emissions reduction and specify whether it is achieved or expected and select Add column

       iii.   The new column will be added at the end

 

  b. To delete columns:

     i.       Go to data entry tab and select Delete column

    ii.       Select the name of the column to be deleted and select Delete

 

 c. Please note that it is not possible to copy columns. It is also not possible to add or delete any columns except the ones for GHG emissions reduction achieved or expected.

 

2.  Adding rows: The user can add, copy or delete rows. Note that the tool comes by default with 1000 rows, so rows only need to be added if the data exceeds this. Empty rows will be ignored during the .json file generation and do not need to be deleted.

 

3. Entering data: After the correct number of columns and rows have been created, the user can copy and paste data from another Excel file into this tool. Only data within the rows and columns created will be exported. The first column contains the measure name, which must be unique. The tool will generate an error message during the .json file generation if duplicate names are detected. Information about each mitigation measure, such as description and other details, can be filled in the subsequent columns.

 

4. Multiselect lists: For columns that have dropdown lists in the NDC Progress reporting tool, the tool has multiselect lists. These can be populated with the terms for that field and then selected from the list when populating the Excel file with data. This functionality can be switched off and on using the “Deactivate multiselect” and “Activate multiselect” buttons under Data Entry.

 

5. Worksheet lock: The worksheet can be temporarily unlocked for the purpose of adjusting column and row sizes using the “Unlock” button. The “Lock” button should be used immediately after the adjustments are made. Any other changes made while the worksheet is unlocked, such as deleting columns, can lead to corrupted .json files and import errors.

 

6. When done entering data into the tool, the user can export it as a .json file:

    a.       Select Export JSON from the Data Entry menu

    b.       Provide your 3 letter ISO country code

    c.       Provide the submission year

    d.       Save the file in a location on your computer

 

For FTC Support:

1. When selecting “Country” or the “Region” please use data that is in the pre-defined list. If the Recipient country is not found from the list. It is recommended to use “Region” or Global.

2. Under table III.1, table III.2 and table III.3 the Title of the project programme, activity or other This must be a Unique Value as this is the only field value that can be used to distinguish between the different projects.

3. Under table III.1, table III.2 and table III.3 the Contribution to technology development and transfer objectives and Contribution to capacity-building objectives entered in this tables will be displayed in table III.4 and table III.5 of the reporting table.

4. If you have large volume of data, we recommend exporting in Batches of 300 rows of data.  This is also helpful when debugging if you encounter an issue.

5. Due to an update of the Metadata structure with the latest ETF reporting tools deployment, this has an influence on table III.1, table III.2 and table III.3 Recipient Field (which now combines Country, Region and Global). Data created with the old Version of the ETF Reporting tool will not rendered correctly and needs to be recreated using the new model. Parties are therefore requested to do this using the latest Bulk import tool to re-import their data by generating a new JSON file.
