A request has been received from the Government of Belarus to include an item in the provisional agenda of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP) at its first session. Belarus can only propose an item for inclusion in the COP/MOP agenda after the Kyoto Protocol has entered into force for it on 24 November 2005. However, the secretariat, on an exceptional basis, is acting before 24 November so that the Parties are aware of the supplementary provisional agenda in a timely manner. In accordance with rule 12 of the draft rules of procedure being applied, and in agreement with the President of the Conference of the Parties (COP) at its tenth session, this item is included in the supplementary provisional agenda below as item 17
