MATTERS RELATED TO THE KYOTO PROTOCOL:

 

IMPACT OF SINGLE PROJECTS ON EMISSIONS

 

IN THE COMMITMENT PERIOD

 

The Conference of the Parties,



Recalling its decision 1/CP.3, paragraph 5 (d), requesting the Conference of the Parties to consider and, as appropriate, take action on suitable methodologies to address the situation of Parties listed in Annex B to the Protocol for which single projects would have a significant proportional impact on emissions in the commitment period,



Recognising the importance of renewable energy in meeting the objectives of the Convention,



Decides that for the first commitment period industrial process emissions from a single project(2) which comes into operation after 1990 and adds in that period more than five per cent to the total greenhouse gas emissions in 1990 of a Party listed in Annex B to the Protocol, shall be reported separately and not included in national totals to the extent that they would cause the Party to exceed its assigned amount, provided that the total emissions of the Party were less than 0.05% of total Annex I emissions in 1990; renewable energy is used resulting in a reduction in greenhouse gas emissions per unit of production; and best environmental practice is used to minimize process emissions,



Requests Parties with projects which meet the requirements specified above to report this in a timely manner to the Secretariat in their national communications. Such information will be reviewed by the expert review teams according to decisions made by the Conference of the Parties relevant to reviews,



Requests the Secretariat to report to the Conference of the Parties serving as the meeting of the Parties to the Protocol on the process emissions from any projects meeting the requirements specified above as well as an estimate of the emission savings resulting from the use of renewable energy in these projects.
