MATTERS RELATED TO DECISION 1/CP.3, PARAGRAPH 6: PREPARATIONS FOR THE FIRST SESSION OF THE CONFERENCE OF THE PARTIES SERVING AS THE MEETING OF THE PARTIES TO THE PROTOCOL

Note by the Chairmen of the Subsidiary Body for Scientific and Technological Advice

and the Subsidiary Body for Implementation

1. At their eighth sessions, the Subsidiary Body for Scientific and Technological Advice (SBSTA) and the Subsidiary Body for Implementation (SBI) decided to defer consideration of issues arising from decision 1/CP.3, paragraph 6, until their ninth sessions. The SBSTA and the SBI further invited the Chairmen of those bodies, if they considered it would be useful, to formulate points which might provide a basis for deliberations at their ninth sessions (see FCCC/SBSTA/1998/6, para. 20 and FCCC/SBI/1998/6, para. 19).

2. The Chairmen of the SBSTA and the SBI have prepared the proposed draft decision annexed to the present note in response to the above-mentioned mandate.

3. The draft decision puts forward a proposal for the allocation of work to the subsidiary bodies on the issues covered by decision 1/CP.3, paragraph 6, that is, those tasks identified by the Kyoto Protocol for action at the first Conference of the Parties serving as the meeting of the Parties to the Protocol (COP/MOP). It is based on a previous proposal by the Chairmen on this matter, contained in document FCCC/SB/1998/1, which was presented to the subsidiary bodies at their eighth sessions.

4. The draft decision also proposes an initial programme of work to facilitate early consideration of the tasks identified for action by COP/MOP 1. The proposal aims to ensure that such work is carried out in the most efficient manner, avoiding duplication and overlap with the existing work programmes of the subsidiary bodies. The draft decision also provides for a review of the initial programme of work by the Conference of the Parties at its sixth session.

5. Parties will note that, in the case of tasks where the allocation and programme of work for COP/MOP 1 is also to be considered by the Conference under a separate agenda item, the outcome of deliberations on these items would be fed into the draft decision at the appropriate time during the session.

6. The Conference of the Parties is invited to consider the draft decision proposed by the Chairmen, contained in the annex which follows, with a view to adopting it at its fourth session.

Matters related to decision 1/CP.3, paragraph 6: preparations for the first session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol

The Conference of the Parties,

Recalling its decision 1/CP.3 on the adoption of the Kyoto Protocol, in particular its paragraph 6 of that decision on the allocation of preparatory work for the first session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol,

Further recalling the mandates of the Subsidiary Body for Scientific and Technological Advice and the Subsidiary Body for Implementation, as contained in Articles 9 and 10 of the United Nations Framework Convention on Climate Change and Article 15 of the Kyoto Protocol, and as elaborated by its decisions 6/CP.1 and 13/CP.3,

Having considered the proposal by the Chairmen of the Subsidiary Body for Scientific and Technological Advice and the Subsidiary Body for Implementation on the allocation to those bodies of preparatory work for the first session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol,⁽¹⁾

Recognizing the need to maximize efficiency in the work of the subsidiary bodies and avoid duplication and overlap,

1. Decides:

(a) That the preparatory work for the first session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol shall be allocated to the respective subsidiary bodies as shown in annex I to this decision;

(b) That this preparatory work shall be carried out according to the initial programme of work set out in annex II to this decision;
