Capacity-building support regarding the clean development mechanism



 

Note by the secretariat



1. The Subsidiary Body for Scientific and Technological Advice (SBSTA), at its tenth session, welcomed the initiative of the secretariat to bring together four United Nations bodies, the United Nations Conference on Trade and Development, the United Nations Development Programme, the United Nations Environment Programme and the United Nations Industrial Development Organization, and encouraged it to continue drawing upon their contributions for the development of a joint project on capacity-building for developing countries for the clean development mechanism, taking careful account of relevant decisions and conclusions of the Conference of the Parties and its subsidiary bodies. It also requested the secretariat to make further information available for consideration at its eleventh session.



2. In response to this request, the secretariat and its partners in this project will make available to Parties a revised project proposal. This proposal will take into account the views on capacity-building expressed by the Group of 77 and China (see FCCC/SB/1999/MISC.9) and by other Parties (see FCCC/SB/1999/MISC.11), as well as comments made in the revised plan for facilitating capacity-building related to the mechanisms (see FCCC/SB/1999/6).



3. Given the tight deadlines for those inputs and their processing, it was not possible to prepare the revised project proposal in time for pre-session submission. It will, however, be made available as document FCCC/SBSTA/1999/INF.8/Add.1 during the fifth session of the Conference of the Parties.
