Report of the Global Environment Facility to the Conference of the Parties

(Agenda item 10 (a))



1. At its 1st meeting, on 25 October, the SBI took note of the report of the Global Environment Facility to the Conference of the Parties at its fifth session (FCCC/CP/1999/3).



2. The SBI recommended that the GEF continue to adhere to previous decisions and prior guidance provided by the Conference of the Parties.

3. At its 1st meeting, on 25 October, the SBI took note of the report on input from Parties to the review by the Global Environment Facility of enabling activities (FCCC/SBI/1999/INF.10) and the submissions from Parties on the same subject (FCCC/SBI/1999/MISC.5).



4. The SBI noted that the GEF, in its report, had indicated the initiation of a "comprehensive review of its support for the preparation of initial national communications from non-Annex I Parties to the UNFCCC, termed 'Enabling Activities'", which is expected to examine: (a) the effectiveness of this modality of support; (b) the effectiveness and efficiency of the operational procedures of the Facility; (c) the influence of support on broader capacity-building and/or planning; and (d) the best practice from country experience.

5. The SBI also noted the assurance of the representative of the GEF secretariat that the comments contained in the above-mentioned report by the UNFCCC secretariat (FCCC/SBI/1999/INF.10) would be taken fully into account.



6. The SBI took note of the information provided by the representative of the GEF secretariat that the GEF review of enabling activities would be completed by COP 6 and requested that a progress report be submitted to the SBI at its twelfth session.
