SUBSIDIARY BODY FOR IMPLEMENTATION

1. The Subsidiary Body for Implementation (SBI) took note of the report prepared by the secretariat on national greenhouse gas inventory data from Annex I Parties for 1990-1997 (FCCC/SBI/1999/12) and the compilation of views of Parties on difficulties in submitting greenhouse gas inventories in a timely manner (FCCC/SBI/1999/MISC.6).

2. The SBI noted that some Annex I Parties had not submitted their annual national greenhouse gas inventories which were due on 15 April 1999, and urged these Parties to submit their inventories as soon as possible.

3. The SBI recognized the need for further improvements in completeness, consistency and comparability of inventory data and information, and emphasized that reliable and complete inventories are the basis for action by Parties to combat climate change. It also expressed concern over the increase in aggregate greenhouse gas emissions of many Annex I Parties in the period 1990-1997 and reaffirmed the need for further action to reverse the trend.

4. The SBI noted the concern expressed by some Annex I Parties over the deadlines for submission of annual inventories and concluded that this issue would require further consideration on the basis of experience with the technical review of greenhouse gas inventories starting in 2000.

5. The SBI noted with appreciation the availability on the secretariat web site of the greenhouse gas inventory data submitted by Parties and requested the secretariat to update the data regularly.
