ARRANGEMENTS FOR INTERGOVERNMENTAL MEETINGS

Arrangements for intergovernmental meetings



 

A. Improving the intergovernmental process



The SBI,



Having considered the views of the Parties on the experience of previous meetings of the Conference of the Parties and its subsidiary bodies;



Decides to consider the issue of improving the intergovernmental process including the issue of transparency at its next session.



 

B. Conference of the Parties at its fifth session



The SBI,



Requests the Executive Secretary to take into account the views expressed during the meeting when submitting the provisional agenda for adoption by the Conference of the Parties at its fifth session (COP 5), in accordance with Rule 9 of the draft rules of procedure of the Conference of the Parties and its subsidiary bodies, as provisionally applied;

Recommends that the opening of the fifth session of the Conference of the Parties be convened on 25 October 1999 to consider items 1, 2 and 3 of the provisional agenda contained in annex 1 of document FCCC/SBI/1999/2, and that the subsidiary bodies be convened immediately thereafter in order to make recommendations on items 4, 5 and 6 of that provisional agenda for adoption by the plenary of the Conference of the Parties on 5 November 1999;



Further recommends that the high-level segment be scheduled from 3 to 4 November 1999 in order to allow for the statements by ministers and other heads of delegations of Parties. Statements by representatives from observers would be made to the plenary of the Conference of the Parties early in the session; and also recommends that all heads of delegations be accorded equal treatment;



Requests the President of the fourth session of the Conference of the Parties to undertake consultations on the composition of the Bureau of the fifth session of the Conference of the Parties and invites the Coordinators of the regional groups to submit their respective representatives to that Bureau, if possible, before the opening of the fifth session of the Conference.



 

C. Calendar of meetings for 2000-2001



The SBI,



Recommends that the fifth session of the Conference of the Parties (COP 5) adopt the following calendar of meetings:


(a) First sessional period in 2000: from 5 to 16 June;

(b) Second sessional period in 2000: October/November;
(c) First sessional period in 2001: from 21 May to 1 June; and
