Item 9 (b) of the provisional agenda

1. The Conference of the Parties, by its decision 10/CP.2, requested the secretariat to make available to the Subsidiary Body for Implementation (SBI), at each of its sessions, details of the financial support made available to Parties not included in Annex I tot the Convention (non-Annex I Parties) by the Global Environment Facility (GEF), as an entity entrusted with the operation of the financial mechanism for the preparation of their initial communications, including projects in this regard proposed by each Party, the funding decisions and the date and amount of funds made available to the Party (FCCC/CP/1996/15/Add.1 para. 1 (b)).

2. The SBI, at its tenth session, asked the secretariat to request the GEF secretariat to make available the dates of disbursement of funds for enabling activity projects for the preparation of initial national communications by non-Annex I Parties (FCCC/SBI/1999/8 para. 32 (b)).

3. The attached table contains information obtained from the secretariat of the GEF⁽¹⁾ and includes the date of disbursement, as requested by the SBI.

4. Parties may wish to note that according to the GEF secretariat, projects described in the attached table are divided into those approved under the expedited procedures, as well as full projects approved under standard procedures. The remaining projects are those covering limited components of first national communications form non-Annex I Parties.

Final workshop held in Accra, Ghana in July 1998 where the results of all the activities were presented and reviewed satisfactorily. Final evaluation mission in October 1998 concluded that project had successfully achieved all objectives. Results were presented at the COP4 meeting in Buenos Aires in November 1998 and were very well received by all participants.

‘Expedited Procedure Projects’:Projects approved using ‘Expedited Procedures’ whereby CEO approves project under authority delegated to him by the GEF Council.
‘First Date of Disbursement’:Data available until 31 December 1998. The data is drawn from the relevant quarterly financial statement report submitted by the Implementing Agency to the Trustee.
