PROVISION OF FINANCIAL AND TECHNICAL SUPPORT
Draft conclusions by the Chairman
- At its 1st meeting, on 25 October, the SBI took note of the secretariat report on its activities to facilitate the provision of financial and technical support and information on communications from Parties not included in Annex I to the Convention (FCCC/SBI/1999/INF.7). It particularly noted the information relating to the progress in the submission of initial national communications. The SBI also noted the needs and concerns reported by those non-Annex I Parties that have not yet submitted their initial national communications, relating to greenhouse gas (GHG) inventories, such as: availability and reliability of data; national capacity for data collection and the need to develop local emission factors; other problems related to availability of technical assistance, procedural problems with assistance; national institutions and arrangements; and financial assistance for research and systematic observation.
- The SBI acknowledged with appreciation the organization of the forum for the exchange of experience in the development of emission factors and activity data for the estimation of the inventory of GHG by the secretariat.
- The SBI noted with appreciation the workshops on emission factors and activity data for the improvement of GHG inventories organized by the secretariat and held in Havana, Cuba, Accra and Ghana, and also noted the importance of continuing these workshops.
- The SBI appreciates the information provided by the Global Environment Facility (GEF) secretariat, including the details of the financial support, namely the dates of disbursement of funds for enabling activity projects for the preparation of initial national communications by non-Annex I Parties (FCCC/SBI/1999/INF.8) and further requested the GEF secretariat to continue providing this information on the effective availability of funds for enabling activity projects by COP 6.

- The SBI noted the document containing the list of projects submitted by Parties not included in Annex I to the Convention in accordance with Article 12.4 of the Convention (FCCC/SBI/1999/INF.4/Add.1), and recommended that these projects should be brought to the attention of the GEF and, as appropriate, other bilateral and multilateral financing institutions through the established channels for such assistance.
- The SBI requested clarification from the GEF on how it intends to proceed with the implementation of the list of projects submitted by Parties not included in Annex I to the Convention in accordance with Article 12.4 of the Convention (FCCC/SBI/1999/INF.4 and FCCC/SBI/1999/INF.4/Add.1).
- The SBI took note of the conclusions of the workshop held in Ghana on emission factors and activity data for the improvement of GHG inventories and the project concept notes contained in the co-Chairs' report (FCCC/SBI/1999/INF.6).
- The SBI recommended that any project concept notes contained in the above report which are developed into full project proposals by interested countries, should be submitted to the GEF for consideration, in accordance with decision 10/CP.2, paragraph 13.
- The SBI acknowledged with appreciation the technical paper commissioned by the secretariat on the comparative analysis of emission factors and activity data used for the estimation of GHG emissions in the energy and land-use change and forestry sectors for some developing countries (FCCC/TP/1999/3).
