Item 5 (a) (i) of the provisional agenda
1. Under Articles 4.2(b) and 12.5 of the United Nations Framework
Convention on Climate Change, each developed country Party and each
other Party included in Annex I shall make its initial communication
to the Conference of the Parties within six months of the entry into
force of the Convention for that Party.
2. It should be recalled that the fiftieth instrument of ratification 1/ of the Convention was received by the Depositary on 21 December 1993. Thus, in accordance with
Article 23.1, the Convention entered into force on the ninetieth day after the date of deposit of the fiftieth instrument of ratification, that is, on 21 March 1994. Therefore, on that date, each State or regional economic integration organization included in Annex I that had ratified the Convention on or before 21 December 1993 became a Party to the Convention. Accordingly, as Parties to the Convention, they were required to make their initial communication within six months of 21 March 1994, namely, on or before
21 September 1994. Any State that had not ratified the Convention on or before
21 December 1993 is required to make its initial communication
within six months of the entry into force of the Convention for that
State.
3. The following table contains information concerning the status
of submissions of the first communications from those countries and
the regional economic integration organization included in Annex I.
For each Annex I Party that has ratified the Convention, the table
lists the date of ratification, the date of entry into force of the
Convention for that Party, the date the first communication is due
from that Party, and the date the first communication was submitted
by that Party.

1/ For the purposes of this document, the processes of ratification, acceptance, approval or accession will be referred to simply as ratification.
2/ The designations used are those included in Annex I to the Convention with the exception of the Czech Republic and Slovakia which are used in place of the former Czechoslovakia.
3/ The executive summary of the national communication of Belgium was received on 18 January 1995.
4/ An "overview" of the national communication of the European Community (EC) was received on 28 December 1994 as an informal submission from the Commission of the EC.
5/ The national communication of Italy was received on 19 January 1995 in Italian only. (An unofficial translation in English was received on 16 March 1995.)
6/ As stipulated in Article 4.2(g) of the Convention, any Party not included in Annex I may, in its instrument of ratification, acceptance, approval or accession, or at any time thereafter, notify the Depositary that it intends to be bound by subparagraphs 4.2(a) and 4.2(b). Monaco notified the Depositary of its intention to be bound by these subparagraphs on 24 November 1992.
