• According to Article 12.5 of the Convention, each Party not included in Annex I to the Convention shall make its initial communication within three years of the entry into force of the Convention for that Party, or of the availability of financial resources in accordance with Article 4.3. Parties that are least developed countries (LDCs) may make their initial communication at their discretion.

  
  
  

• This document contains an overview of the current status of preparation of the initial national communications of Parties not included in Annex I to the Convention. It complements the report by the secretariat on its activities to facilitate the provision of financial and technical support to non-Annex Parties (FCCC/SBI/1998/INF.3).

  
  
  

• The overview is presented as an annex to the present document and reflects the responses of non-Annex I Parties to a questionnaire sent by the secretariat, as well as information provided by the Global Environment Facility (GEF), its implementing agencies and bilateral programmes.

• In order to provide the Subsidiary Body for Implementation (SBI) with the most up-to-date information, the present document has been finalized as late as possible and is made available to delegates as an in-session document in English only.

  
  
  

• The status of preparation of initial national communications is as follows:

  
  
  

  • Communications submitted: the initial national communications of eight Parties have been received so far in the following order: Jordan, Argentina, Uruguay, Mexico, Senegal, Federated States of Micronesia, Republic of Korea and Zimbabwe.

    
    
    

  • Communications under preparation: 72 non-Annex I Parties are presently engaged in preparing their national communications. Of these, about 23 expect to submit the communications in the course of 1998, about 31 in 1999 and the rest within 2000 and 2001. Senegal and Mexico announced that they are in the process of preparation of their second national communication.

    
    
    

  • Newly approved projects: 25 Parties have recently received approval for projects by the GEF for the preparation of communications, half of them within the past three months.

    
    
    

  • Projects under preparation: 16 Parties are preparing projects for GEF funding approval.

    
    
    

  • No activities reported: one Party has not initiated any activities to prepare its national communication and no information relating to the preparation of communications was made available from another 12 Parties.

    
    
    

• The above-mentioned questionnaire also contained questions aimed at identifying the main problems and constraints encountered by non-Annex I Parties in the preparation of the communications. The three most frequently cited problems and constraints to the preparation of national communications were: availability of financial assistance (17.4%), lack of experts and trained persons (15.8%) and procedural problems with assistance (12.6%). The following chart provides more details.

• The main identified solutions as shown in the chart below were: organization of regional and subregional workshops (20.8%), promotion of regional cooperation (17.8%) and organization of a forum to exchange experience on emission factors and activity data (17.3%).
