Draft decision regarding the transfer of technology

 

Note by the secretariat

  1. The United Republic of Tanzania, on behalf of the Group of 77 and China, has submitted to the secretariat a proposal for a draft decision on the transfer of technology. This draft decision is attached to this note.



  2. The Subsidiary Body for Scientific and Technological Advice (SBSTA) may wish to consider this proposal, when developing a recommendation to the COP on this matter.

Decision on Transfer of Technology

submitted by Tanzania on behalf of the Group 77 and China



The Conference of the Parties,

Reaffirming the relevant provisions of chapter 34 of Agenda 21 on the transfer of environmentally-sound technology, co-operation and capacity-building,

Underlining the commitments renewed at the United Nations General Assembly Special Session on transfer of environmentally-sound technologies that access to and transfer of environmentally-sound technologies are essential requirements for sustainable development and that this calls for the urgent fulfilment of all the United Nations Conference on Environment and Development commitments concerning concrete measures for the transfer of

environmentally-sound technologies to developing countries,

Recalling its decisions 13/CP.1 and 7/CP.2 on the development and transfer of technologies,

Taking note with concern of the slow progress reported by the Convention secretariat as shown in documents FCCC/SBI/1997/1, FCCC/SBI/1997/3, FCCC/SBI/1997/4 and in particular, FCCC/TP/1997/1,

Stressing the vital role of transfer of technology to developing countries in addressing climate change and its adverse impacts in order to achieve sustainable development,

  1. Decides to undertake in the Subsidiary Body for Scientific and Technological Advice:



    1. The full implementation of Article 9, paragraph 2(c) for the Subsidiary Body for Scientific and Technological Advice to identify innovative, efficient and state-of-the-art technologies and know-how and to advise on the ways and means of promoting development and/or transferring such technologies, through the establishment of the necessary panels to do so, as authorised in decision 6/CP.1, paragraph 3 on the establishment of the intergovernmental technical advisory panels;



    2. A methodological study on the possibility of using supplemental activities for transfer of technology, taking into account the following criteria:



      1. Universal availability to all developing country Parties;



      2. Transparency and equitability in its operation and that;



      3. The operation is managed by a broadly-based and representative

body of countries; and

  1. To accelerate the development of methodologies for adaption technologies appropriate to the impacts of climate change, coastal zone management, water resources, agriculture, flood, and drought and desertification.



  1. Decides also, in the Subsidiary Body for Implementation,



    1. To undertake in accordance with paragraph 1 of Article 10 of the Convention, to access and review the effective implementation of Article 9, paragraph 2(c);



    2. To formulate pilot projects on technology transfer in every developing region to demonstrate the practical application of technology for mitigation and adaptation of

climate-related technology.

  1. Calls upon the Convention secretariat to implement paragraph 2(e) of decision 7/CP.2 to organize a round table on transfer of technologies and know-how in conjunction with the third session of the Conference of the Parties;



  2. Requests the operating entity of the financial mechanism to consider the full implementation of Article 11, paragraph 1 which states that the financial mechanism shall "provide financial resources on a grant and concessional basis, including for the transfer of technology," taking into account the relevant provisions of chapter 34 of Agenda 21, and to include the activities taken in such implementation in its annual report to the

Conference of the Parties; and

  1. Requests the secretariat to continue to include in its regular report on transfer of technology, a review of progress made by Annex II Parties implementing Article 4.5 of the Convention.
