Note by the secretariat




1. At its second session, the Conference of the Parties requested through its decision 10/CP.2 that the Convention secretariat provide the Subsidiary Body for Implementation (SBI) at each of its sessions details of the financial support made available to Parties not included in Annex I to the Convention from the interim operating entity of the financial mechanism for the preparation of their initial national communications. This should include projects in this regard proposed by each Party, the funding decisions and the date and amount of funds made available to the Party (FCCC/CP/1996/15/Add.1).

2. In response to that decision, the secretariat provided the SBI, at its fifth session, with document FCCC/SBI/1997/MISC.1 which contained information supplied by the Secretariat of the Global Environment Facility (GEF). The SBI took note and requested the secretariat to provide the SBI, at subsequent sessions, with such information as it becomes available (FCCC/SBI/1997/6 para. 23 (a)).

3. The attached table contains updated information supplied by the Secretariat of the GEF on the following items: I. Pilot Phase Projects, II. Pre-Expedited Procedure Projects, and

III. Expedited Procedure Projects.

4. Funds are considered available to the Parties from the date when the project documents are signed by the Parties and the implementing agencies. Such dates are listed in the column entitled "Date of Project Document Signature (by Agency)" in this table. In order to make it possible for Parties to start work without delay on enabling activity projects approved under expedited procedures, it was decided in July 1996 that 15 percent of the total funds for such projects may be made available to Parties as soon as the projects are approved by the Chairman and Chief Executive Officer of the GEF. This would be prior to the signature of the project document by the implementing agency concerned.
