In addition to the submissions already received (see FCCC/AGBM/1997/MISC.1 and Add. 1, 2, 3 and 4), three further proposals have been received, from Georgia, Japan and Kenya.

PAPER NO. 1: GEORGIA

 

STRENGTHENING THE COMMITMENTS IN ARTICLE 4.2 (a) and (b)

OF THE UNFCCC



JOINT IMPLEMENTATION

Developed countries should elaborate mechanisms, including financial ones, to encourage private sector's voluntary participation in AIJ.



POLICIES AND MEASURES (ANNEXES)

ENERGY SECTOR

Improvement of financial mechanism of assisting the developing countries and countries in transition under development of national resources promoting the reduction of GHG emissions.



TRANSPORT SECTOR

Elaboration and improvement for the transit developing countries and countries in transition of national strategies and international financing mechanisms, which are promoting the maintenance of state of highways and roads in large cities in status providing minimum emission of anthropogenic GHGs.

FURTHER PROPOSAL FROM THE GOVERNMENT OF JAPAN

 

Amendments and Additions to "Proposals for a Protocol or

Another Legal Instrument (FCCC/AGBM/1997/3/Add.1)"



Replace Paragraph 178 in FCCC/AGBM/1997/3/Add.1 with the following text:

178. In order to ensure that the latest scientific information including IPCC Assessment Reports is reflected in this Protocol, the Parties shall review the Protocol. The timing of the first review shall be determined at the first session of the Meeting of the Parties, and the timing of further reviews shall be determined at subsequent sessions of the Meeting of the Parties.

178.1 Without prejudice to paragraph 178 above, the Meeting of the Parties may review the Annex to the Protocol at the request of the Parties.



Replace Paragraph 246 with the following text:

246. This Protocol shall enter into force on the ninetieth day after the date of deposit of the [fiftieth] instrument of ratification, acceptance, approval or accession by a Party to the Convention, including the instruments of [the Parties included in Annex I to the Convention], the total of whose aggregate emissions of carbon dioxide in 1990 exceeds [three-fourths] of the total aggregate emissions in 1990 by [all the Parties included in Annex I to the Convention].

246.1 For each Party to the Convention that ratifies, accepts or approves the Protocol or accedes thereto after entry into force of the Protocol, the Protocol shall enter into force for that Party on the ninetieth day after the date of deposit of its instrument of ratification, acceptance, approval or accession.

246.2 To be developed further on how to deal with, in paragraph 246, instruments deposited by regional economic integration organizations.

PROPOSALS FOR A PROTOCOL OR ANOTHER LEGAL INSTRUMENT

NEGOTIATING TEXT BY THE CHAIRMAN (FCCC/AGBM/1977/ADD.1)



There is one correction we would like to make on the text we submitted. On page 75, paragraph 190, second line, replace the word qualitative with quantitative.



It therefore should read:

190. The Parties shall within six months of the third Conference of the Parties, adopt binding provisions to enable the Parties to have quantitative greenhouse gas emissions obligations.
