SUBSIDIARY BODY FOR IMPLEMENTATION
Fourth session

Item 2 (a) of the provisional agenda
1. Arrangements have been made for the fourth session of the
Subsidiary Body for Implementation to be held at the Palais des
Nations, Geneva, from 10 to 11 December 1996. The session will be
opened by the Chairman at 10 a.m. on Tuesday, 10 December in
conference room XX.
2. The Conference of the Parties, at its second session (COP 2), by its decision 13/CP.2, decided to refer the text of the annex on the determination of funding necessary and available for the implementation of the Convention adopted by the Council of the Global Environment Facility and the draft annex submitted by the Group of 77 and China (FCCC/SBI/1996/L.4) for consideration by the Subsidiary Body for Implementation at its next session. In this regard, it was agreed that a brief session of the SBI should be convened during the
December 1996 sessions of the subsidiary bodies to consider the annex. The Parties were invited to submit any additional comments on the matter to the Convention secretariat by
30 September 1996. The SBI is to report to the COP at its third
session on the outcome of this matter.

3. The provisional agenda for the fourth session of the Subsidiary
Body for Implementation (SBI), proposed after consultation with the
Chairman, is as follows:
1. Opening of the session.
2. Organizational matters:
(a) Adoption of the agenda;
(b) Organization of the work of the session.
3. Financial mechanism:
(a) Memorandum of Understanding between the Conference of the
Parties and the Council of the Global Environment Facility: annex on
the determination of funding necessary and available for the
implementation of the Convention.
4. Report on the session.
4. The fourth session of the Subsidiary Body for Implementation
(SBI) will be opened by the Chairman at 10 a.m. on Tuesday, 10
December 1996, in conference room XX.

5. The provisional agenda for the fourth session of the SBI is
presented for adoption (see para. 3 above).

(i) Documentation
6. A list of documents relating to the provisional agenda, as well
as other documents available at the session, is contained in annex I
below. In accordance with decision 13/CP.2, the main documents for
the session will consist of the annex on the determination of funding
necessary and available for the implementation of the Convention,
adopted by the Council of the Global Environment Facility
(FCCC/CP/1996/9), the draft annex submitted by the Group of 77 and
China (FCCC/SBI/1996/L.4) and additional comments submitted by
Parties to the Convention secretariat.
(ii) Schedule
7. The scheduling of meetings for the SBI session will be based on
the availability of facilities during normal working hours, when
services are available for one meeting with interpretation from 10
a.m. to 1 p.m. and from 3 p.m. to 6 p.m. There will also be some
facilities for informal meetings without interpretation. Delegations
are urged to use these facilities fully by starting all meetings
promptly at the scheduled time. Meetings of the Ad Hoc Group on the
Berlin Mandate (AGBM) will be held in parallel to meetings of the SBI
on both days of the session. A suggested approach to the organization
of work is contained in annex II below.

8. The COP, at its second session, by its decision 13/CP.2 on this
matter, requested the SBI to consider at its next session the annex
adopted by the Council of the Global Environment Facility and the
draft annex submitted by the Group of 77 and China
(FCCC/SBI/1996/L.4) and report to the Conference of the Parties on
the outcome. The COP further invited Parties to submit any additional
comments on the matter to the Convention secretariat by 30 September
1996. Three comments were received and are reproduced in document
FCCC/SBI/1996/MISC.1 for the consideration of the SBI. The SBI may
wish to consider the above-mentioned documents and recommend an
agreed text of the annex for adoption by the third session of the
Conference of the Parties.
9. The relatively short duration of the session may affect the
extent to which a draft text of the report on its work could be
available at the end of the session. The SBI may wish to adopt
decisions or texts of substantive conclusions and authorize the
Chairman to complete the report after the session, with the
assistance of the secretariat. While every effort will be made to
have conclusions available in all languages, this can only be
possible if sufficient time is available for
translation.
