PROVISIONAL AGENDA AND ANNOTATIONS

Note by the Executive Secretary



I. INTRODUCTION


1. Arrangements have been made for the third session of the Ad Hoc Group on the Berlin Mandate (AGBM) to be held at the Palais des Nations, Geneva, from

5 to 8 March 1996. Monday, 26 February 1996 has been left free for a workshop on guidelines for national communications from non-Annex I Parties. Consequently, the meetings of the subsidiary bodies will continue until Monday, 4 March 1996 instead of until Friday, 1 March as previously scheduled. In addition, the session of the AGBM will be preceded by an informal workshop on quantified emission limitation reduction objectives (see FCCC/AGBM/1995/7, para. 38) on 28 February from 3 p.m. to 8 p.m. and an informal workshop on policies and measures (see FCCC/AGBM/1995/7, para. 29) on 4 March from 3 p.m. to 8 p.m. Should additional time be required for the informal workshops, it would be allocated within the sessional period. The session of the AGBM will be opened by the Chairman at 10 a.m. on 5 March 1996, in conference room XIX.

II. PROVISIONAL AGENDA


2. The provisional agenda for the third session of the AGBM, proposed after consultation with the Chairman, is as follows:

1. Opening of the session.

2. Organizational matters:

(a) Adoption of the agenda;

(b) Organization of the work of the session;

(c) Organization of the work of future sessions.

3. Election of officers other than the Chairman.

4. Strengthening the commitments in Article 4.2(a) and (b):

(a) Inputs from the subsidiary bodies;

(b) Policies and measures;

(c) Quantified emission limitation and reduction objectives within specified time-frames.

5. Continuing to advance the implementation of existing commitments in Article 4.1.

6. Possible features of a protocol or another legal instrument.

7. Report on the session.

3. As at the second session, it should be noted that relevant agenda items encompass all aspects in an integrated manner, including analysis and assessment.

4. The annotations to the provisional agenda will be issued in an addendum to the present document.

5. It is proposed that the following matters be introduced under agenda item 4 (a) on the basis of inputs from the subsidiary bodies:

- aspects of the Second Assessment Report of the Intergovernmental Panel on Climate Change regarding policies and measures and quantified emission limitation reduction objectives (FCCC/AGBM/1995/7, paras. 26 and 37)

- aspects of the national communications of Annex I Parties and related in-depth review reports (FCCC/AGBM/1995/2, paras. 19 (j) and 19 (k))

- a report by the Subsidiary Body for Scientific and Technological Advice on innovative, efficient and state-of-the-art technologies (FCCC/AGBM/1995/2, para. 19 (l))
