Item 6 of the provisional agenda
At the seventh session of the Subsidiary Body for Implementation
(SBI), the United Republic of Tanzania, on behalf of the Group of 77
and China, proposed to the SBI a list of items on which the
high-level segment of the Conference of the Parties at its third
session could focus.
The secretariat has been requested by the Group of 77 and China to make the proposed draft list of items available to the Parties at the third session of the Conference of the Parties.

Participants in the high-level segment of COP 3 in Kyoto should
provide the necessary guidance, particularly in the final stage of
the negotiation of the Berlin Mandate process. They should be guided
by the principles of the Convention and the provisions of the Berlin
Mandate.
The following items shall provide the main focus for the
high-level segment:
Guidance to the final stage of the negotiation of the Berlin
Mandate process.
2. Means of implementation of the Convention:
(a) Financial resources (resources flow);
(b) Technology development, demonstration and diffusion of
technologies, promoting technology breakthrough;
(c) Education, training, public awareness;
(d) Strengthening of observational networks and research to reduce
scientific uncertainties.
Way forward:
Co-operation in good faith, in accordance with the Convention
provisions and guidance to:
(a) Implementation of all existing commitments under the
Convention;
(b) Implementation of commitments to be agreed upon at Kyoto on
limiting and reducing greenhouse gases by Annex I Parties to the
Convention.
