Note by the secretariat

1. The Subsidiary Body for Scientific and Technological Advice (hereinafter referred to as "the SBSTA"), at its fourth session, requested the secretariat to prepare a revision of the uniform reporting format contained in document FCCC/SBSTA/1996/15 reflecting sections agreed by the contact group and leaving unchanged sections that could not be addressed (FCCC/SBSTA/1996/20). It was also agreed that Parties could submit views on the unresolved issues related to the proposed uniform reporting format, namely sections F to H of annex I as well as annex II, and on methodological issues by 15 January 1997. Submissions received by the secretariat are contained in miscellaneous document FCCC/SBSTA/1997/MISC.3.

2. Annexes I and II of the present note contain the uniform reporting format that was proposed further to the work of the contact group convened at the fourth session of the SBSTA.

3. Sections A to E of annex I were revised as agreed in the contact group. One outstanding issue, to be addressed by the group, is whether to reflect paragraph 1 (f) of decision 5/CP.1(1) in section B of annex I.

4. The discussion on section F was not finalized.

5. Sections G and H of annex I, as well as annex II were not discussed. However, when discussing the contents of section D, it was agreed to address the issue of indirect and negative impacts under 'Impacts encountered' in section H of annex I.

6. At its fourth session, the SBSTA decided that a contact group would be convened during or on the margins of the fifth session to continue the consideration of the uniform reporting format and of the list of methodological issues (FCCC/SBSTA/1996/20).

B. Governmental acceptance, approval or endorsement

Bearing in mind that all activities implemented jointly under this pilot phase require prior acceptance, approval or endorsement by the Governments of the Parties participating in these activities, which shall be shown as follows:

(a) In the case of joint reporting, the report is submitted by the designated national authority of one participating Party with the concurrence of all other participating Parties as evidenced by attached letters issued by the relevant national authorities;

(b) In the case of separate reporting, the reports are submitted separately by the designated national authority of each and every participating Party. Information will only be compiled once reports have been received from all participating Parties.
