Registration is managed through the Online Registration System (ORS). The secretariat’s usual practice is to post official information for upcoming sessions, including registration timelines, on the UNFCCC website well in advance of the start date of the sessions. You can find current information on the Notifications page of the UNFCCC website.
ORS will open upon issuance of the notification/information note which contains the nomination and confirmation deadlines. Designated Contact Points (DCP) of admitted NGOs must nominate and confirm representatives through ORS by the given deadlines. Late nomination and confirmation of representatives after these deadlines will not be accepted.

Duly confirmed delegates through ORS must obtain a conference badge at registration counters on-site. Further details are published in the information for participants for the respective sessions.
UNFCCC events are guided by the highest ethical and professional standards, and all participants are expected to behave with integrity and respect towards each other while attending or being involved with any UNFCCC event.
The Code of Conduct applies to all participants at a UNFCCC event, that is, all persons attending (regardless whether in person or virtually) or involved in any capacity at a UNFCCC event, including in its set up or delivery. By attending or being involved in any capacity at a UNFCCC event, participants agree to abide by the UNFCCC Code of Conduct.
Further, the below guidelines and regulations are set in place to promote a harmonious atmosphere supportive of discussions and negotiations at intergovernmental meetings and to encourage the effective participation of observers in the process:

The COP observer landscape is characterized by its scale and diversity, making it one of the most attended annual United Nations conferences. The UNFCCC values the rich discussions and resources that observer organizations bring to the table, ensuring legitimacy and transparency in the process. Recognizing the challenges of expansive observer participation, the secretariat has organized a series of briefing sessions to assist you to better engage in COP 29.
The sessions were held between 30 September and 7 October and covered three aspects of COP participation: Logistics, Security, and Code of Conduct; Advocacy Actions and Code of Conduct; and General Engagement. The briefings aimed to:
Provide key logistical details for the conference, covering venue specifics, registration, local transportation, and accommodation, ensuring observers navigate the COP with ease.
Familiarize participants with the Code of Conduct, reinforcing the importance of adhering to established practices and protocols.
Inform observers about engagement opportunities available at COP, including the procedural aspects of following the negotiations, as seen in the Observer Handbook for COP29.
Address any queries or concerns observers might have in the run-up to COP 29.
Each session was informative and interactive, featuring a Q&A segment for further clarification. To cover time zones around the world, the sessions were organized in two different time zones.

Scaling up adequate and urgent climate finance for the common goal: opportunities and challenges

The successful outcome on the NCQG at COP 29 is critical for ensuring the necessary support for developing countries in the light of the urgency of scaling up their climate action. It could also facilitate greater ambition under NDC 3.0. This Open Dialogue is a space for having open discussions without being burdened by the negotiating positions of Parties. It will provide an opportunity for all key stakeholders to discuss the existing challenges in mobilizing climate finance and to come up with possible solutions on how to make climate finance more effective for and responsive to the needs and priorities of developing countries.

These tickets can be collected from the Distribution Desk located in the Services Hub in Zone C at the Conference venue on Saturday, 16 November and Monday, 18 November 2024 between 10:00 and 17:00.
Collection of these tickets will be only on the dates indicated above. The conference badge of the person collecting the tickets will be scanned to confirm receipt. For security reasons, tickets will not be replaced in the event they are lost or misplaced.

Tickets will be issued for the Constituency Focal Points in recognition of their tireless work throughout the year to coordinate hundreds of organizations to ensure meaningful engagement in the UNFCCC process.
Plenary Caspian
Plenary Hall Caspian will be available for the morning session of the HLS on 19 November for those delegates who will not have a seat in Plenary Hall Nizami to view the live webcast of the HLS. No ticket or secondary overlay is needed to view the live webcast in Plenary Hall Caspian.
Tickets were provided to UN organizations and IGOs for accessing the formal opening of the Summit.

Advocacy actions are generally not allowed on UN premises. However, the secretariat, in close cooperation with UN Department of Safety and Security, facilitates advocacy actions to ensure that diverse perspectives are heard during the climate change conference while maintaining that the UNFCCC process remains conducive to intergovernmental dialogues.
Advocacy actions by admitted observers can be facilitated upon request and after confirmation by the UNFCCC secretariat on conference days from Thursday, 14 November. There is a well established process for obtaining clearance from UNFCCC to organize an advocacy action. For information on the advocacy action clearance process, please see here.
The UNFCCC secretariat has become aware that certain admitted observer organizations are using commercial business model packages to solicit business. As an inducement to sell these packages, potential clients are assured participation at UNFCCC conferences, sessions and meetings through quotas of admitted observer organizations.
The UNFCCC secretariat does not charge any fees for participating in meetings and conferences organized by the UNFCCC secretariat. In addition, selling of badges for such events by third parties is not permitted.
Eligible participants are accredited only by the UNFCCC secretariat who upon issue of badges by the UNFCCC secretariat can enter conference, sessions and meetings venues and participate, subject to the relevant rules and regulations, in the activities organized by the UNFCCC secretariat including the UNFCCC side events and exhibits.
