21 May 2016 First stocktaking event: ensuring coherence and assessing progress on the implementation of the work programme post-Paris
As part of a joint effort by the Presidency of COP21/CMP11 and the incoming-Presidency of COP22/CMP12 to facilitate the implementation of the work programme in decision 1/CP.21 by all bodies and to lay the foundation for the successful implementation of the Paris Agreement, a special event entitled, “Stocktaking events: ensuring coherence and assessing progress on the implementation of the work programme post-Paris,” took place on 21 May 2016 during the Bonn Climate Change Conference - May 2016, jointly led by the COP 21/CMP11 President, H.E. Ms. Ségolène Royal, and the incoming COP 22/CMP 12 Presidency represented by H.E. Ms. Hakima EL HAITE, together with the Executive Secretary of the UNFCCC, Ms. Christiana Figueres, with the support of the Presiding Officers of the SBSTA, SBI, APA, and the representatives of the constituted bodies, the operating entities of the Financial Mechanism of the UNFCCC, and the IPCC.

17 May 2016 Champion from the Presidency of COP 22 and CMP 12
President-Designate of COP 22 and CMP 12, H.E Mr. Salaheddine Mezouar, Minister of Foreign Affairs and Cooperation of the Kingdom of Morocco, announced in his remarks delivered at the opening meeting of the Bonn Climate Change Conference - May 2016 that H.E. Ms. Hakima EL HAITE, Minister Delegate in Charge of Environment - Minister of Energy, Mining, Water and Environment of Morocco, will be the high-level Champion of Morocco. He stated, “Ms. Minister El Haite, as the high-level Champion of Morocco, is fully devoted to mobilizing the forces of civil society.”

Together with H.E. Ambassador Laurence Tubiana, the high-level Champion from the Presidency of COP 21 and CMP 11, H.E. Ms. Hakima EL HAITE will galvanize support from Parties and non-Party stakeholders.

16 May 2016 Opening Meeting of the Bonn Climate Change Conference - May 2016

The opening meeting of the Bonn Climate Change Conference - May 2016, held on 16 May 2016, was presided by the President of COP 21/CMP 11, H.E. Ms. Ségolène Royal, Minister of Environment, Energy and the Sea, in charge of International Relations on Climate, of the Government of the French Republic. Statements were made by the President of COP 21 and CMP 11, President-Designate of COP 22/CMP 12, H.E Mr. Salaheddine Mezouar, Minister of Foreign Affairs and Cooperation of the Kingdom of Morocco, and the Executive Secretary of the UNFCCC, Ms. Christiana Figueres. The President of COP 21 and CMP 11 encouraged Parties to work constructively in a cooperative manner with a view to achieving substantive outcomes. The President-Designate of COP 22 and CMP 12 underlined that the work during the May sessions be guided by the UNFCCC principles of openness, transparency, and inclusiveness in a Party-driven manner. The UNFCCC Executive Secretary asked that Parties will work closely with a view to ensuring that the Marrakech Conference will be a success.

President-Designate of COP 22 and CMP 12

 

The Government of the Republic of Mali on behalf of the African Group of Negotiators has nominated H.E Mr. Salaheddine Mezouar, Minister of Foreign Affairs and Cooperation of the Kingdom of Morocco, as President-Designate of the Conference of the Parties at its twenty second session (COP 22) and the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol at its twelfth session (CMP 12).

President of COP 21/CMP 11 visits the UNFCCC in Bonn, Germany

 

The UNFCCC secretariat had the honour of receiving H.E. Ms. Ségolène Royal, Minister of Environment, Energy and the Sea, and President of COP 21/CMP 11, at its seat in Bonn, Germany, on 22 February 2016. President Royal reaffirmed her determination to make relentless endeavours for a successful implementation of the Paris Agreement during her term, guided by the UNFCCC principles of openness, transparency, and inclusiveness in a Party-driven manner.

New President of COP21/CMP11

 

The Government of the French Republic communicated to the UNFCCC on 19 February 2016 that pursuant to Rule 25 of the Draft Rules of Procedure, being applied, H.E. Ms. Ségolène Royal, Minister of Environment, Energy and the Sea, has replaced H.E. Mr. Laurent Fabius as President of the Conference of the Parties at its twenty first session (COP 21) and the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol at its eleventh session (CMP 11) for the remainder of his term in office.

Closing of the Paris Climate Change Conference - November 2015

The closing of the twenty-first session of the Conference of the Parties (COP) and the eleventh session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP), taken place from 30 November to 11 December 2015, in Paris Le Bourget, France, was honoured by the presences of President of the Republic of France, H.E. President Francois Hollande, UN Secretary-General, H.E. Mr. Ban Ki-moon, and Minister of Foreign Affairs of France, President of the COP 21/CMP 11, H.E. Mr. Laurent Fabius. Welcoming the progress made at the Paris Conference, which included the adoption of the landmark Paris Agreement, Minister Fabius extended his heartfelt gratitude to all delegates who made concerted efforts to achieve this outcome guided by the UNFCCC negotiation principles of openness, transparency, and inclusiveness in a Party-driven manner.

The opening of the Paris Climate Change Conference - November 2015, held on 30 November 2015, was honoured by the presences of the Minister of the Environment of Peru, President of the Twentieth session of the Conference of the Parties and the Tenth session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (COP 20/CMP 10), His Excellency Mr. Manuel Pulgar-Vidal, and Minister of Foreign Affairs of France, President of the Twenty-first session of the Conference of the Parties and the Eleventh session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (COP 21/CMP 11), His Excellency Mr. Laurent Fabius, followed by Executive Secretary of the UNFCCC Christiana Figueres, and His Royal Highness the Prince of Wales. All dignitaries encouraged Parties to work constructively in a cooperative manner with a view to achieving substantive outcomes, guided by the principles of openness, transparency, and inclusiveness of the negotiating process.

9 June 2015 Open-ended informal consultations by the incoming-Presidency of the COP21/CMP11 on the expectations for the Paris conference
Ambassador Laurence Tubiana, on behalf of the President-designate of the COP21/CMP11, held an informal consultation on the expectations for the Paris conference during the June sessions. She shared the political vision for COP 21/CMP 11 and underlined that all Parties must cooperate to ensure successful completion of the Paris Agreement and build momentum for enhanced climate action. She expressed the commitment of France for an inclusive and transparent process.
Parties provided their views and their expectations for the Paris conference, expressing their support to the incoming-Presidency on the vision. Some Parties highlighted the crucial role of the incoming-Presidency in steering the intergovernmental process towards a successful outcome.
The various observer constituencies also provided their views on their expectations from Paris, calling for commitment and transparency. The Ambassador assured all participants of her highest commitment and support on behalf of the President-designate of the COP21/CMP11.

1 June 2015  Lima-Paris Action Agenda
In the margin of the June sessions, Ambassador Jorge Voto-Bernales, on behalf of COP 20/CMP 10 President and Mr. Laurent Fabius, Minister of Foreign Affairs and International Development of France and President-designate for COP21/CMP 11, together with Christiana Figueres and Janos Pasztor (UN Secretary-General’s Climate Change Support Team) held an event to showcase progress on the Lima Paris Action Agenda, an initiative that was launched during COP 20 as a platform for accelerating climate action from the widest possible range of stakeholders through enhanced cooperation. Its objective is to engage state and non-state actors alike in national and international partnerships with potential for real impact.

The Adaptation Fund as Model of Climate Financing

5 October 2012 Recent messages from the ADP Co-chairs

In preparation for the second part of the first session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP), the Co-Chairs of the ADP have now issued a note that provides their reflections on the general status of work of the ADP after Bangkok with a view to Doha and beyond. In addition, the Co-Chairs recently issued a joint letter to Parties, as well as an open invitation to observer organizations. The Co-Chairs have also issued their summaries of the roundtables on workstream 1 and workstream 2. Read more on ADP
1 September 2012 Message from the ADP Co-chairs
The Co-chairs of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) are encouraged that substantive work under the Durban Platform at the Bangkok climate talks has been launched in roundtable discussions. The discussions include the design of the new agreement to be adopted by 2015 which is to come into effect from 2020. Governments have started to outline how they envisage the broad contours and architectural features of this agreement, and how the principles of the Convention will shape it. They are identifying the main challenges and areas of work that need to be considered to ensure an effective, fair and ambitious agreement.

Furthermore, governments have started identifying concrete actions to enable staying on track to hold the global average temperature increase below 2 degrees Celsius.

The discussions in the ADP have been thoughtful, constructive and rich in the exchange of ideas and views. All governments have emphasized the importance of the successful completion of the Bali Road Map and that the new agreement needs to build on successes in domestic implementation of climate policies.

Roundtable discussions will continue during the course of the Bangkok climate talks with the aim of building confidence in these discussions among governments to provide a strong basis for further work in subsequent years.

17 May 2012 Historic inaugural ADP session takes place
The inaugural session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) took place today. The ADP is mandated to develop a clear path toward an effective universal agreement by 2015, and a plan of work for enhancing mitigation ambition.
