Session 2: Scene-setting session on gender-responsive finance

|
This session will provide a general overview of gender-responsive financing for climate action. It will explore why gender responsive approaches are necessary in financing climate activities, and in supporting achievement of the goals of the Paris Agreement and the Sustainable Development Goals. It will provide a the state of play for current gender-responsive financial flows and unpack different approaches, strategies and opportunities for further implementing a gender-responsive approach to financing climate action. |

This plenary session will focus on articulating needs and priorities for gender responsive climate action in development strategies, NDCs, NAPs and climate financing strategies and explore country level experiences in translating plants into action. The session will also focus on the benefits and challenges of incorporating gender into public and private investment frameworks of climate action.

This group will discuss mainstreaming climate change and gender into public financial management, and insights gained from different country and stakeholder experiences. The group will also discuss key enablers, such as policies and legal frameworks, international partnerships and engagement and coordination mechanisms.

Session 6: Sources, instruments and enabling environments: scaling-up and improving the gender-responsiveness of climate finance |
|
This plenary session will explore potential sources, channels and instruments for mobilizing and incentivizing scaled-up gender-responsive finance and discuss how existing sources of finance can better integrate gender considerations to deliver greater impact. Furthermore, the session will discuss the importance of policy, regulatory and legislative enabling environments which incentivize gender-responsive climate investments, as well as the financial and technical support and capacity building available to developing countries to build and strengthen these enabling conditions. |

Group 1: Sources and channels of gender-responsive finance
This group will explore available sources and channels of gender-responsive finance, including different financial instruments which can support gender responsive climate action particularly in developing countries. Discussions will focus on insights drawn from the sources’ gender action plans, strategies and policies as well as complementarity and coherence of the different sources and instruments.

This plenary session will focus on country experience relating to ensuring impact and effectiveness across the lifecycle of a gender responsive climate project or program –including building readiness, assessing needs, preparing proposals, identifying and accessing sources of gender-responsive finance, and monitoring, evaluation, reporting and review processes. |

Group 2: Improving and simplifying access, including direct access
This group will reflect on experience relating to access to gender-responsive finance, including as it relates to direct access and efforts to improve and simplify access, and ways to build strong, diverse, inclusive and effective intermediaries in developing countries. Furthermore, the group will discuss available pathways to empower women’s groups, funds and other relevant bodies to become accredited to international climate funds.

Group 3: Monitoring, evaluation and learning: data, reporting and transparency
This group will discuss the importance of both qualitative and quantitative data, reporting and transparency relating to gender-responsive finance in strengthening the monitoring, evaluation, review and learning from climate projects. The group will also focus on transparency and disclosure mechanisms available in both public and private sectors that can enhance accountability of gender-responsive finance.

Based on the two days of discussions, participants will discuss actions that can be pursued by actors and entities at all levels to accelerate the mobilization and delivery of gender-responsive finance for climate action. Discussions on the way forward will include identification of key takeaway messages and potential recommendations by the SCF for consideration by the COP and CMA. |
