Mandate

The Conference of Parties, at its thirteenth session, requested the secretariat to coordinate the implementation of a regional training programme on project preparation to be initiated by a 'training of trainers' programme in the second half of 2008 and followed by regional training workshops in 2008 and 2009, with the participation of relevant international organizations. This Asia and Pacific regional workshop is organized in response to the above request by the Conference of Parties.

Background

The Asia and Pacific regional workshop on preparing technology transfer projects for financing took place in Singapore, from 26-28 October 2010. This workshop follows on from the Training of Trainers workshop held in 2008 in Vienna, the African regional workshop on project preparation held in 2009 in Botswana and the Latin America and Caribbean regional workshop on project preparation held in 2010.

The workshop aims to enhance the capacity of project developers in Asia and Pacific countries in preparing project proposals that will meet the standards of international financial providers. More specifically, the workshop aims to support efforts to implement the results of Technology Needs Assessments that have been, or are being carried out by developing countries within the UNFCCC process, with a view to scaling up the level of investment for technology transfer.

The workshop's training material incorporates information contained in the UNFCCC guidebook on preparing technology transfer projects for financing that is currently available in four languages.

Participants will be trained in preparing project proposals for financing, in particular project proposals related to environmentally sound technologies to mitigate and/or adapt to climate change. Special attention will be given to financial aspects such as financial structuring and risk management.

The secretariat issued a call for proposals, and the received proposals were reviewed by a team of financial experts. A selected number of proposals will be incorporated into the training material. During the course of the workshop, these project proposals will be further developed by the participants via a series of targeted group exercises. On the final day of the workshop, the proposals will be presented to representatives of the financial community to assess their finance and investment potential.
