Work of the Technology Executive Committee

Provide an overview of technology needs and an analysis of issues

Function

Provide an overview of technological needs and analysis of policy and technical issues related to the development and transfer of technologies for mitigation and adaptation.

Modalities

For performing this function the modalities will include the following:

(a) Producing periodic technology outlooks; collating, collecting and synthesizing a range of information on technology research and development and other technology-related activities from various sources, including, national communications, nationally determined technology needs and technology needs assessments, national adaptation programmes of action, nationally appropriate mitigation actions, national adaptation plans, and technology road maps and action plans; and examining the policy implications and opportunities for advancing technology development and transfer;

(b) Producing a series of technical papers on specific policies and technical issues, including those arising from technology needs assessments;

(c) Conducting a regular overview of existing technology development, transfer initiatives, activities and programmes with a view to identifying key achievements and gaps, good practices and lessons learned.

Recommend actions to promote the development and transfer of technology

Function

Consider and recommend actions to promote technology development and transfer, in order to accelerate action on mitigation and adaptation.

Modalities

For performing the functions as contained in decision 1/CP.16, paragraph 121(b), (c) and (e), with regard to policy recommendations, the modalities will include, inter alia, the following: 

(a) Recommending to the COP, or other relevant bodies under the Convention, actions to promote technology development and transfer and to address barriers; 

(b) Recommending guidance on policies and programme priorities related to technology development and transfer, with special consideration given to the least developed country Parties.

Recommend guidance on policies and programmes

Function

Recommend guidance on policies and programme priorities related to technology development and transfer with special consideration given to the least developed country Parties.

Modalities

For performing the functions as contained in decision 1/CP.16, paragraph 121(b), (c) and (e), with regard to policy recommendations, the modalities will include, inter alia, the following: 

(a) Recommending to the COP, or other relevant bodies under the Convention, actions to promote technology development and transfer and to address barriers; 

(b) Recommending guidance on policies and programme priorities related to technology development and transfer, with special consideration given to the least developed country Parties.

Promote and facilitate collaboration between technology stakeholders

Function

Promote and facilitate collaboration on the development and transfer of technologies for mitigation and adaptation between governments, the private sector, non-profit organizations and academic and research communities.

Modalities

For performing the functions as contained in decision 1/CP.16, paragraph 121(d), (f) and (g), with regard to facilitating and catalysing actions, the modalities will include, inter alia, the following: 

(a) Promoting and collaborating with relevant organizations, resources permitting, in organizing workshops and forums to increase the opportunities for sharing experience with experts in developing and implementing technology road maps and action plans as well as other technology-related activities; 

(b) Establishing an inventory of existing collaboration activities and a regular review process, with a view to identifying key achievements and gaps, good practices and lessons learned;

(c) Making recommendations on actions to promote collaboration; 

(d) Making recommendations on best practices and relevant tools to develop technology road maps and action plans; 

(e) Establishing an inventory of technology road maps and action plans; 

(f) Making recommendations on concrete actions, such as an international process for the development of technology road maps and action plans as well as support required to enhance the development of these items, and in particular capacity-building programmes that may be appropriate.

Recommend actions to address barriers

Function

Recommend actions to address the barriers to technology development and transfer in order to enable enhanced action on mitigation and adaptation.

Modalities

For performing the functions as contained in decision 1/CP.16, paragraph 121(b), (c) and (e), with regard to policy recommendations, the modalities will include, inter alia, the following: 

(a) Recommending to the COP, or other relevant bodies under the Convention, actions to promote technology development and transfer and to address barriers; 

(b) Recommending guidance on policies and programme priorities related to technology development and transfer, with special consideration given to the least developed country Parties.

•   TEC 7 considered a report on the two thematic dialogues on barriers and enabling environments held in 2012

•  TEC 7 considered various possible activities relating to barriers and enabling environments that could be included in its workplan for 2014–2015

•  TEC 7 created an internal taskforce on barriers and enabling environments to identify topic(s) for workshop(s) to be held in 2014

•  TEC 6 considered the initial findings contained in a compilation and synthesis of the information contained in the second round of TNAs. The report had a particular focus on barriers and enabling environments

•  TEC 3 and TEC 4 convened a thematic dialogue on barriers and enabling environments

•  TEC 3 launched a call for inputs on ways to address barriers to and promote enabling environments for the development and transfer of technology

Seek cooperation with technology stakeholders and promote coherence across technology activities

Function

Seek cooperation with relevant international technology initiatives, stakeholders and organizations, and promote coherence and cooperation across technology activities, including activities under and outside of the Convention.

Modalities

For performing the functions as contained in decision 1/CP.16, paragraph 121(d), (f) and (g), with regard to facilitating and catalysing actions, the modalities will include, inter alia, the following: 

(a) Promoting and collaborating with relevant organizations, resources permitting, in organizing workshops and forums to increase the opportunities for sharing experience with experts in developing and implementing technology road maps and action plans as well as other technology-related activities; 

(b) Establishing an inventory of existing collaboration activities and a regular review process, with a view to identifying key achievements and gaps, good practices and lessons learned;

•  TEC 7. Observers participated in discussions on possible areas of work for collaboration of the TEC with organizations outside of the Convention

•  Chair of the TEC established a bilateral communication exchange with, the Chairs of other relevant bodies under the Convention to, inter alia, further define synergies and areas of collaboration with those bodies

•  TEC 6 saw first usage of social media (Facebook and Twitter) to promote the work of the TEC and further engage with observers

•  TEC 5. Representatives of the Adaptation Committee, the Least Developed Countries Expert Group and the Standing Committee on Finance participated with a view to identifying areas for collaboration

•  TEC 4 considered the synthesis of submissions in response to the call for inputs

•   TEC 3 launched a call for inputs on activities undertaken by observer organizations relevant to the TEC in performing its functions. This was undertaken to assist the TEC in identifying possible partner organizations for areas of future cooperation 

•  TEC 2 further elaborated its modalities on linkages with other institutional arrangements under and outside the Convention

•  Key message on collaboration between the TEC and organizations under and outside of the Convention, for the consideration of COP 19

•  Finalization of modalities on linkages with other relevant institutional arrangements under and outside of the Convention, including the Advisory Board of the CTCN 

•  Submission of the TEC of its views on long-term finance to the 2013 work programme on long-term finance

Catalyse the development and use of technology road maps or action plans

Function

Catalyse the development and use of technology road maps or action plans at the international, regional and national levels through cooperation between relevant stakeholders, particularly governments and relevant organizations or bodies, including the development of best practice guidelines as facilitative tools for action on mitigation and adaptation.

Modalities

For performing the functions as contained in decision 1/CP.16, paragraph 121(d), (f) and (g), with regard to facilitating and catalysing actions, the modalities will include, inter alia, the following: 

(a) Promoting and collaborating with relevant organizations, resources permitting, in organizing workshops and forums to increase the opportunities for sharing experience with experts in developing and implementing technology road maps and action plans as well as other technology-related activities;
