Technology in Copenhagen

Negotiations in Copenhagen under the AWG-LCA on technology development and transfer made significant progress, however, several outstanding issues remaining to be resolved. A Technology Mechanism is defined as contained in FCCC/AWGLCA/2009/L.7/Add.3 which is comprised of a Technology Executive Committee and a Technology Centre and Network and a set of actions to enhance research, development, demonstration, deployment, diffusion and transfer of technologies for mitigation and adaptation. Outstanding issues include the legal nature of the elements of the text, measures to address intellectual property rights, the relationship between the Technology Mechanism and the new financial arrangements under the Convention, and the reporting relationships between the various existing and new institutions under the Convention.

The SBI and the SBSTA at their thirty first session endorsed the programme of work of the EGTT for 2010-2011 and welcomed the continued dialogue of the EGTT with the business community. They further welcomed the final report of the EGTT on performance indicators. The SBI invited the GEF to provide a report on the progress made on the implementation of Poznan strategic programme on technology transfer at its thirty-second session, including on the long-term aspects of this programme.
