The Convention established two permanent subsidiary bodies (SBs), namely the Subsidiary Body for Scientific and Technological Advice (SBSTA) and the Subsidiary Body for Implementation (SBI). They meet twice a year for one to two weeks. The main products of the SBSTA and SBI are recommendations for draft decisions, which are then forwarded to the COP for consideration and adoption. In addition, the SBs can adopt conclusions, which are included in their meeting reports. Since COP 13, issues related to the development and transfer of technologies, have been considered both by the SBSTA and SBI.

| SBSTA took note of the organization of the workshop on technology needs assessments (TNAs) organized by the secretariat, in collaboration with the GEF, UNDP, UNEP and the CTI, on 1 and 2 June 2011 in Bonn, Germany and noted with appreciation the active participation of experts and practitioners from the public and private sectors in this workshop. The SBSTA further noted that TNAs could provide useful information to Parties for activities under the newly established
Technology Mechanism under the Convention.
The SBSTA welcomed the UNFCCC training package on preparing technology transfer projects for financing, which resulted from the training programme on project preparation implemented by the secretariat in collaboration with international organizations and initiatives.
The SBI welcomed the progress made by the GEF in providing technical and financial support to assist 36 NAI Parties in developing and updating their TNAs. It also welcomed the support provided by the GEF for piloting priority technology projects as part of the Poznan strategic programme and invited the GEF to provide reports on the progress made in carrying out its activities under this programme, including its long-term implementation, for consideration by the SBI at its thirty-fifth and subsequent sessions, for the duration of the Poznan strategic programme.

| The SBSTA and the SBI at their thirty third sessions welcomed the report of the EGTT on the outcomes of the group’s work. The SBSTA and the SBI further welcomed the updated handbook on Conducting Technology Needs Assessments for Climate Changeand encouraged non-Annex I Parties, currently conducting or updating their technology needs assessments to use the updated TNA handbook.
The SBSTA welcomed the report by the EGTT on options to facilitate collaborative technology R&D. The SBSTA further welcomed the report by the secretariat on the regional training programmes on project preparation, held in Africa, Asia and the Pacific, and Latin America and the Caribbean.
The SBI also noted the report of the GEF on the progress made in carrying out the Poznan strategic programme on technology transfer.

The SBSTA and the SBI at their thirty-second sessions endorsed the updated programme of work of the EGTT for 2010-2011. They further requested the EGTT to elaborate upon options for the operational modalities of the proposed Technology Mechanism. The SBSTA further endorsed the terms of reference for a report by the EGTT on options to facilitate collaborative technology research and development to be considered at SBSTA 33.
The SBI welcomed the report by the secretariat on the review and assessment of the effectiveness of the implementation of Article 4, paragraphs 1(c) and 5, of the Convention. The SBI recalled the views submitted by Parties and relevant organizations on the areas of focus set out in section IV of the terms of reference referred to in decision 2/CP.14 and the synthesis report of these views prepared by the secretariat for consideration by the SBI at its thirtieth session.
The SBI noted the report of the GEF on the progress made in carrying out the Poznan strategic programme on technology transfer and invited the GEF to provide half-yearly progress reports on the implementation of the activities receiving support under the Poznan strategic programme on technology transfer.

The SBI and the SBSTA welcomed the report of the EGTT for 2009. They welcomed the continued dialogue of the EGTT with the business community.
The SBI and the SBSTA endorsed the rolling programme of work of the EGTT for 2010–2011. The SBI and the SBSTA noted that the EGTT will convene its special meeting in February 2010 to update this programme of work, taking into account the outcome of the fifteenth session of the COP.
The SBI and the SBSTA welcomed the final report of the EGTT on performance indicators . The SBI noted that the report contains a set of indicators that would be used by the SBI, to the extent possible, as one of the tools to conduct the review and assessment of the effectiveness of the implementation of Article 4, paragraphs 1(c) and 5, of the Convention, and to regularly monitor and evaluate the effectiveness of the implementation of the technology transfer framework, as requested by decision 4/CP.13.
The SBI noted the second interim report of the GEF on the progress made in carrying out the Poznan strategic programme on technology transfer.
