The COP, by its decision 1/CP. 13, decides to launch a comprehensive process to enable the full, effective and sustained implementation of the Convention through long-term cooperative action, now, up to and beyond 2012, in order to reach an agreed outcome and adopt a decision at its fifteenth session, by addressing, inter alia, a shared vision for long-term cooperative action, enhanced national/international action on mitigation of climate change, enhanced action on adaptation, enhanced action on technology development and transfer to support action on mitigation and enhanced action on the provision of financial resources and investment to support action on mitigation and adaptation and technology cooperation.

Pursuant to decision 1/CP.16, the expert workshop on the Technology Mechanism was held from 4-5 April 2011 at the United Nations Conference Centre (UNCC) of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), Bangkok, Thailand, in conjunction with the first part of the 14th session of the AWG-LCA.
The objectives of the workshop were to deepen understanding among Parties, in dialogue with experts and stakeholders, on the potential for the Technology Mechanism to support the implementation of the Cancun Agreements and to generate ideas and seek clarity on outstanding issues to support further deliberations among Parties under the AWG-LCA, with a view to achieving a fully operational and effective Technology Mechanism in 2012.
The workshop gave a focus on the design of the Climate Technology Centre and Network and also provided opportunities to elaborate other remaining matters including linkages within the Technology Mechanism and with other
institutional arrangements as well as possible new functions. More information on the workshop and presentations could be found here

Parties agreed to establish the Technology Mechanism during the negotiation in the 13th session of AWG-LCA, which was adopted by the Conference of the Parties at its 16th session in Cancun, Mexico. The new Technology Mechanism is expected to facilitate enhanced action on technology development and transfer to support action on mitigation and adaptation. The Mechanism consists of two key components: a Technology Executive Committee and a Climate Technology Centre and Network.
With the Technology Mechanism established, the mandate of the Expert Group on Technology Transfer established by the decision 4/CP.7 in Marrakesh and reconstituted by decision 3/CP.13 in Bali was terminated at the conclusion of the sixteenth session of the Conference of Parties in Cancun. The Technology Executive Committee is requested to further implement the framework for meaningful and effective actions to enhance the implementation of Article 4, paragraph 5, of the Convention (technology transfer framework) adopted by decision 4/CP.7 and enhanced by the decision 3/CP.13.

Parties had intensive negotiations on technology issue during AWG-LCA 12. Parties dedicated a large amount of time to further specify the Technology Executive Committee(TEC) by elaborating the mandate and composition of the TEC. A draft text on mandate and composition of TEC was proposed by the co-facilitator and generally accepted by Parties.
Parties also elaborated the mandate and composition and the Climate Technology Centre and Network (CTCN). Realizing CTCN is a more complex institution that has no existing analogue, a qualified outline of the CTCN has been proposed by the co-facilitator for further elaboration of the CTCN in the following sessions.
