The COP, by its decision 1/CP. 13, decides to launch a comprehensive process to enable the full, effective and sustained
implementation of the Convention through long-term cooperative action, now, up to and beyond 2012, in
order to reach an agreed outcome and adopt a decision at its fifteenth session, by addressing, inter alia, a shared vision for long-term cooperative
action, enhanced national/international action on mitigation of climate change, enhanced action on adaptation, enhanced action on technology development and
transfer to support action on mitigation and enhanced action on the provision of financial resources and investment to support action
on mitigation and adaptation and technology cooperation.
Enhanced action on technology development and transfer to support action on mitigation
and adaptation to be considered, would include, inter alia:
(i) Effective mechanisms and enhanced means for the removal of obstacles to, and
provision of financial and other incentives for, scaling up of the development
and transfer of technology to developing country Parties in order to promote
access to affordable environmentally sound technologies;
(ii) Ways to accelerate deployment, diffusion and transfer of affordable
environmentally sound technologies;
(iii) Cooperation on research and development of current, new and innovative
technology, including win-win solutions;
(iv) The effectiveness of mechanisms and tools for technology cooperation in
specific sectors.

Negotiation Process
AWG-LCA 7.2
- Barcelona, Spain     2 - 6 November 2009
In Barcelona, on issue of technology, Parties considered the text contained in Non-paper No. 29 and further requested the co-chairs to prepare
a negotiable text to facilitate the negotiation process. In response, the co-chairs prepared a draft text contained in Non-paper No.36 for consideration
by Parties. With incorporation of textual proposals of Parties on Non-paper No. 36, Parties agreed the new text contained in Non-paper No. 47 will be used
as basis for negotiation on the issue technology in Copenhagen.
AWG-LCA 7.1

The reordering and consolidation of text in the revised negotiating text contained in FCCC/AWGLCA/2009/INF.2 were considered by Parties
in different contact groups. On issue of enhanced action on technology, Parties managed to further clarify all the key issues including technology action plan(s), institutional arrangement, regional/national innovation centres and network, activities eligible for supported,
incentive mechanisms. Based on the discussion, the co-chairs, with support of the secretariat, streamlined the text on development and transfer of technology contained in Non-paper No. 29 which will be forwarded for consideration
at the resumed seventh AWG-LCA session (Barcelona, Spain, 2 November to 6 November 2009).
Intersessional informal consultations
- Bonn, Germany     10-14 August 2009
The AWG-LCA had before it a revised negotiating text , resulting from its sixth session held in Bonn, in June 2009.
On enhanced action on the development and transfer of technology, the Secretariat developed a table of issues and structural proposes, to easier the consolidation process.
With the help of the Facilitator, the Secretariat managed to provide a consolidated version of the revised Negotiation Text, which the AWG-LCA will have before it at the forthcoming seventh session (Bangkok, Thailand, 28 Sep to 9 Oct 2009).
AWG-LCA 6

During the sixth session, Parties provided general comments on the structure and content of the negotiating text, stated reservations and objections to
elements of the text, and proposed additions and modifications. This resulted in a revised negotiating text (FCCC/AWGLCA/2009/INF.1), which was the basis for discusions at the intersessional informal consultations (Bonn, Germany, 10 - 14 August 2009).

The AWG-LCA considered the document prepared the Chair to further focus the negotiating process on the fulfilment of the Bali Action Plan and on the components of the agreed outcome to be adopted at COP 15 and
requested the Chair to prepare a negotiating text for consideration at the sixth session of the AWG-LCA (Bonn, Germany, 1-12 June 2009).

The Chair of the AWG-LCA updated the Assembly document, containing Partys’ proposals.
At the same session, the AWG-LCA agreed to shift into a full negotiating mode. For that purpose, the AWG-LCA also requested its Chair to prepare
a document, for consideration at its fifth session (Bonn, Germany, 29 March - 8 April 2009), that would further focus the negotiating process on the
fulfilment of the Bali Action Plan and on the components of the agreed outcome.

Relevant Workshops
The AWG-LCA agreed that its work should be facilitated by workshops and other activities to
deepen understanding and clarify elements contained in the Bali Action Plan. Accordingly, the
AWG-LCA requested the secretariat, under the guidance of the Chair in consultation with Parties, to
organize the workshops listed in the annex of conclusions of AWGLCA (FCCC/AWGLCA/2008/L.02)
