Innovative Options for Financing the Development and Transfer of Technolgies

Background

Under the “enabling environments” theme of the technology transfer framework, the EGTT has discussed barriers to enhancing financing for technology transfer to developing countries. These barriers, as well as the scale of the investment, prompted the EGTT to initiate discussions among EGTT members, Parties, intergovernmental organizations (IGOs) and NGOs on the issue of innovative financing for the development and transfer of technologies in the UNFCCC context.

The work in this area is aimed at improving access to financing for the development and transfer of technology from a wide variety of available sources, public as well as private.

Workshop on innovative options for financing the development and transfer
27-29 September 2004, Montreal Canada

In response to a request by the Subsidiary Body for Scientific and Technological Advice at its nineteenth session, the secretariat, in consultation with the Expert Group on Technology Transfer, organized a workshop on innovative options for financing the development and transfer of technology on 27 and 29 September 2004 in Montreal, Canada.

Participants at the workshop exchanged views on definitions and scope of innovative financing, and discussed various existing mechanisms for financing the development and transfer of technologies within and outside the UNFCCC process, and how those might be relevant to Article 4.5 of the Convention. Participants suggested possible areas where further work is needed, and specific activities that could be initiated within the UNFCCC process.

Workshop on innovative options for financing the results of the technology needs assessments
20 - 21 October 2005, Bonn, Germany

In response to a request by the Subsidiary Body for Scientific and Technological Advice at its twenty-first session, the secretariat, in consultation with the Expert Group on Technology Transfer, organized a workshop on innovative options for financing the results of the technology needs assessments on 20 and 21 October 2005 in Bonn, Germany.

Participants at the workshop discussed several project financing proposals identified from technology needs assessments and/or other sources with a view to identifying innovative financing opportunities for these projects. They also exchanged views on definitions and scope of innovative financing, and discussed various existing mechanisms for financing the development and transfer of technologies within and outside the Convention process, and how those might be relevant to Article 4, paragraph 5, of the Convention. Participants suggested possible areas where further work is needed and specific relevant activities that could be initiated within the UNFCCC process.

Guidebook on Preparing Technology Transfer Projects for Financing

To assist project developers in developing countries and relevant stakeholders in preparing project proposals that will meet the standards of international finance providers, a practitioner’s guide was developed by the secretariat in close collaboration with the EGTT and numerous practitioners involved in project development and financing, and published in 2006.

Training on use of the guidebook

To introduce the participants to the content and use of the UNFCCC guidebook on preparing technology transfer projects for financing. The SBSTA, at its twenty fifth session, endorsed the recommendation of the EGTT on the need to establish a work plan for the dissemination and use of the practitioners’ guidebook and requested the secretariat to collaborate with the relevant international organizations and initiatives, such as CTI, in implementing this plan.

In this connection, a polit hands-on training on preparing project proposals was organized by the secretariat and the EGTT on 3 November 2006 in Nairobi, Kenney.

The COP, in its thirteenth session, requested the secretariat, to coordinate the implementation of a regional training programme in project preparation to be initiated by a training of trainers programme in the second half of 2008 and followed by regional training workshops in 2008 and 2009, with the participation of, inter alia, United Nations Industrial Development Organization, United Nations Institute for Training and Research, United Nations Environment Programme (UNEP), United Nations Development Programme (UNDP), the Climate Technology Initiative (CTI) and the Renewable Energy and Energy Efficiency Partnership, and building on available methods, tools and experiences from other relevant international organizations;
