Recent developments
The COP, at its seventeenth session, agreed on arrangements to make the Technology Mechanism
fully operational in 2012. The COP, by decision
2/CP.17, adopted the terms of reference of the Climate Technology Centre and Network. The
COP further decided that the selection process for the host of the Climate Technology Centre
shall be launched upon the conclusion of COP 17, in order to make the Technology Mechanism
become fully operational in 2012.
The COP, by decision
4/CP.17, further adopted the modalities and rules of procedure of the Technology
Executive Committee as contained in annex I and II to that decision.
The SBSTA, at its thirty fifth session, welcomed the report
on the workshop on technology needs assessments. The SBSTA welcomed the experiences
gained and lessons learned from the TNA process and encouraged Parties to take these into
account in the preparation of their nationally appropriate mitigation actions, national
adaptation plans, low-carbon development strategies and technology road maps or action plans.
The SBI, at its thirty fifth session, noted the report
of the GEF on the progress made in carrying out the Poznan strategic programme on technology
transfer, including its long-term implementation. The SBI acknowledged the support
provided by the GEF for the implementation of technology transfer pilot projects and for the
conduct of technology needs assessments.

Background
|
|
|
|
Under the Convention, the developed country Parties and other developed Parties included in Annex II
shall take all practicable steps to promote, facilitate and finance, as appropriate, the transfer of,
or access to, environmentally sound technologies and know-how to other Parties, particularly to
developing countries to enable them to implement the provisions of the Convention (Article 4.5). This
commitment is echoed in similar provisions under the Kyoto Protocol (Article 10 c). Parties have
taken decisions to promote the development and transfer of environmentally sound technologies at each

Framework for meaningful and effective actions to enhance the implementation of Article 4.5 of the
Convention
|
|
|
|
As part of the Marrakesh Accords, at COP 7, Parties were able to reach an agreement to work together
on a set of technology transfer activities, grouped under a framework for meaningful and effective
actions to enhance the implementation of Article 4.5 of the Convention. This framework, contained in
the annex to decision 4/CP.7, has
five main themes:
At COP 13, Parties adopted a set of actions
for enhancing the implementation of the technology transfer framework and agreed that these
activities would complement the actions in the technology transfer framework. These actions include
the organization of meetings and workshops, the implementation of the results of technology needs
identified in TNAs, the further development of the technology transfer information clearinghouse,
including a network of technology information centres, actions by governments to create enabling
environments that will improve the effectiveness of the transfer of environmentally sound
technologies, capacity building activities and technical support for project developers in developing
countries. Funding to implement the framework complemented by the set of actions is to be provided
through the GEF.

Poznan Strategic Programme on technology transfer
|
|
|
|
The COP, by decision
2/CP.14, welcomed the Poznan strategic programme on technology transfer, as a step towards
scaling up the level of investment in technology transfer in order to help developing countries
address their needs for environmentally sound technologies and recognized the contribution that this
strategic programme could make to enhancing technology transfer activities under the Convention.
There are three funding windows to support technology transfer under the Poznan Strategic
Programme, namely: (1) technology needs assessments (TNAs); (2) piloting priority technology projects
linked to TNAs; and (3) dissemination of GEF experience and successfully demonstrated environmentally
sound technologies (ESTs). more>>

Technology transfer information clearinghouse - TT:CLEAR
|
|
|
|
The secretariat upon the request by the COP and SBSTA has developed a technology information
system (TT:CLEAR), including an inventory of environmentally friendly technologies and
projects, as well as its technology web page. The main objective of TT:CLEAR is to improve
the flow of, access to and quality of information relating to the development and transfer of
environmentally sound technologies under the Article 4.5 of the Convention and to contribute
to more efficient use of available resources by achieving synergy with other ongoing
