Partnerships between the UNFCCC Secretariat and the Private Sector

|
The UNFCCC secretariat may provide opportunities for the private sector to engage in mutually beneficial
collaborative relationships and partnerships with entities that share the values and principles enshrined in
United Nations Charter and the United Nations Framework Convention on Climate Change, as well as
internationally recognized principles concerning human rights, labour, the environment and anti-corruption,
as reflected in the United Nations Global Compact.

Public-private partnership for Momentum for
Change

Call for proposals
I. Background
Momentum for Change is a new initiative aiming to
create a public platform that raises awareness about concrete mitigation and adaptation actions being
implemented by a wide range of stakeholders at regional, national, or local level. The current emphasis of
this initiative is on urban areas in the developing countries and is funded by the Bill and Melinda Gates
Foundation.
Momentum for Change was launched at the UN Climate Change Conference in Durban, South Africa at the end of
2011. In 2012, the secretariat launched a call for climate change mitigation and adaptation activities that
have delivered social and environmental benefits to the urban poor in a developing country as part of a
cooperative effort between the public and private sector. The deadline for applications was 13 July
2012.
A small number of these activities will be chosen by the Momentum for Change Advisory Panel, as the
2012 Momentum for Change activities, and will be presented in a series of special events at the 2012 UN
Climate Change Conference in Doha, Qatar from 26 November to 7 December 2012. These and all projects which
are considered to have met the basic eligibility criteria will also be displayed on the UNFCCC website
and via various media channels.

II. Scope
|
|
|
The UNFCCC secretariat seeks to engage in mutually beneficial collaborative partnerships with private sector
entities that share the values and principles enshrined in the United Nations Charter and the Convention, as
well as internationally recognized principles concerning human rights, labor, the environment and
anti-corruption, as reflected in the United Nations Global Compact, and whose behavior demonstrates a
willingness to exercise corporate social and environmental responsibility.
Such partnerships are understood as voluntary, mutually agreed and collaborative relationships between the
UNFCCC secretariat and private sector entities, in which all participants agree to work together and make
contributions to achieve a common purpose, to undertake a specific task, and to share risks and
responsibilities, resources and benefits. They must not be for the purpose of establishing a commercial
relationship or for commercial or private gain.
In this regard, the UNFCCC secretariat is seeking partnerships aimed at raising public awareness about the
Momentum for Change initiative, especially to showcase actions on the ground which could inspire governments,
civil society and the private sector to increase their ambition in tackling climate change.
The partnerships are initially intended for a period of up to three years. At the closure of the campaign, any
relevant content will be transferred, as deemed appropriate, to the UNFCCC secretariat.

III. Options
|
|
|
|
The options for the partnership may include some or all of the following:
(a) Multimedia efforts including developing a website, crafting a social media strategy and producing a
series of videos prior to each showcase event. The videos should profile selected climate activities and
provide compelling messages to raise awareness and encourage concrete action on climate change. The first
video(s) will be launched during the 2012 UN Climate Change Conference in Doha. Further video series will be
prepared prior to each UN Climate Conference between 2013 and 2015;
(b) Support to showcasing events at the annual UN Climate Change Conferences (2012-2015), including
event planning, promotion and implementation. Further assistance will be required in identifying high-level
speakers to host and/or provide entertainment to the events;
(c) Support to effectively engage media outlets, including developing press packets, engaging with
targeted media representatives prior to the showcase events and organizing media visits to selected climate
change activities;
(d) Publications, preferably in e-formats but also in print, that are produced in close coordination
with the secretariat on how public-private partnerships can play a key role in tackling climate change, as
well as reports of the showcase events.
IV. Eligibility
The provision of:
(a) Evidence of responsible corporate citizenship by supporting the core values of the United Nations
and its causes;
(b) Evidence of successful engagement with UN organizations, non-governmental organizations or private
companies in similar campaigns;
(c) Evidence of successful delivery of products or services on time;
(d) Evidence of compliance to partnership agreements.
V. Use of UNFCCC name and logo
The secretariat may agree on a case by case basis and upon request, to exceptionally
authorize the use of the UNFCCC name and logo on a non-exclusive basis. The use of the name and logo must be
expressly approved in advance in writing and upon such terms and conditions as may be specified by the UNFCCC
secretariat.

VI. Submission
|
|
|
Partnership proposals should be sent to momentum@unfccc.int marked for
the attention of the Momentum for Change initiative. Proposals may be submitted on an ongoing basis.
The secretariat reserves the right to decline any proposal.
The proposals should:
(a) Indicate the scope, objective, timeframe of the proposed partnership and the financial value of the
private partner’s contribution;
(b) Include a statement on the entity’s eligibility, in accordance with the eligibility and
exclusionary criteria set out above, with supporting documentation;
(c) Include a statement of the intention to fully comply with the terms of a partnership agreement as
outlined in this Guideline;
(d) Indicate any requirements regarding the use of the UNFCCC name and logo.
If the proposal is deemed acceptable, the secretariat will inform the partner and a partnership agreement will
be concluded in writing. The agreement will clearly set out:
(a) The scope, objective and timeframe of the partnership;
(b) The specific roles of the partners, including operational targets and activities;
(c) The possible confidential nature of information exchanged by the UNFCCC secretariat and its
partners;
(d) The conditions relating to the use of the UNFCCC name and logo, and United Nations name and emblem,
as necessary;
(e) Reporting, monitoring and evaluation requirements for the partnership.
