Dealing with climate change: community information toolkits on adaptation

The activity’s stated goals and objectives are to provide urban poor, rural communities,
farmers and other natural resource user’s clear information on how to adapt to climate change
and it’s variability; and to inform farmers and communities of simple coping methods as
applicable in their environments.
Consultations with community members including the urban and the peri-urban communities, farmers,
extension officers, Community Based Natural Resource Managers (CBNRM), resource users and service
providers were held in all the twelve regions. About 200 people per region were consulted.
Communities provided information on the issues and challenges related to climate change in their
communities.
The process was facilitated through the following eight tools to get the communities to develop their
desired adaptation measures, which were then integrated into the toolkits:
Tool 1: Community – expert exchange discussions and introduction to climate change
thematic;
Tool 2: Understanding the context: natural resources and resource management practices;
mapping and the link to climate change;
Tool 3: Root cause analysis (Problem Tree);
Tool 4: Finding a solution through the Sun Ray Exercise;
Tool 5: Screening tool for gender sensitivity;
Tool 6: Developing a community based CCA strategy and putting it into action, example harvesting rain
water to water gardens;
Tool 7: Example of an adaptation measure;
Tool 8: Participatory monitoring and evaluation.
The toolkits are in the process of being implemented, there are positive reports from the
regions where they have been distributed. However there are numerous adaptation measures recommended
for different regions, as applicable to those regions. Results from the Omusati prototype shows
implementation of adaptation measures like rain water harvesting from the roofs, gardening and
contill ploughing in various areas.

The communities were involved from the beginning with developing the content of the toolkits
by providing information on their climatic changes and impacts associated with these changes
in their areas as well as their desired adaptation measures. Service provider, which are
people with daily contact with the communities from different ministries like the Extension
officers, Community Based Organizations (CBO), Creative Entrepreneur Solutions (CES) have
been trained on how to use and apply the toolkits, with the aim of getting them to replicate
these trainings to the communities as they distribute the toolkits.
During the development of the toolkits, the communities were asked to identify one major
problem in their areas, do a root cause analysis of that problem and develop their own
adaptation measures that are scalable and that they can achieve on their own or with a little
support. Most of the adaptation measures have potential to generate income for the
communities as well as improve their food securities. While others have the potential of
empowering woman and children as well as raising awareness on climate change and adaptation
measures, sustainable use of natural resources thus the communities are less vulnerable to
the impacts of climate
change.

This activity is a replication, up-scale and improvement of the Omusati prototype which was
implemented in 2008 for the Country Pilot Partnership for Sustainable Land Management
(CPP-SLM). Awareness raising and community sensitizing was done through consultations and the
toolkits are set to create more awareness and induce behaviour change as well as enhance
adaptation capacities for the local communities and peri urban dwellers. Proposals have been
put forward seeking for funding to implement some of the recommended adaptation measures and
to perform a complete monitoring and evaluation of the toolkits.
