To mark the one-year anniversary of the Kyoto Protocol’s entry into force, on 16 February 2005, the UNFCCC
secretariat is launching this inaugural edition of the UNFCCC newsletter. During a web survey conducted in
2005, the concept of a UNFCCC newsletter stood out as the number one new web service demanded by
participants. This newsletter will consolidate information from across all the UNFCCC web sites, providing an
overview of what is new. It is designed to provide a forum for UNFCCC programmes to draw attention to key
developments in their respective fields. For the greatest compatibility, it is in plain text, allowing users to
link through to individual items.

RICHARD KINLEY--THE WORLD ‘CAN TAKE HEART’ FROM THE MONTREAL CLIMATE CHANGE CONFERENCE
The United Nations Climate Change Conference 2005, held in Montreal, Canada, from 28 November to the early hours of
10 December, was one of the largest of its kind, with 9,500 participants, including the UN Deputy Secretary-General
and the Canadian Prime Minister, as well as a record participation from Governments and environmental and business
non-governmental organizations. The Conference was also historic, since it served as the first-ever meeting of the
Parties to the Kyoto Protocol, which entered into force on 16 February 2005.

LEAST DEVELOPED COUNTRIES EXPERT GROUP (LEG)
The UNFCCC secretariat’s Least Developed Countries (LDC) Support Unit assists the LDC Expert Group (LEG) to
implement its work programme. The LEG, in an advisory capacity, provides technical advice to LDC Parties
onthe preparation and implementation of their national adaptation programmes of actions (NAPA). To achieve this,
the LEG works closely with the Global Environment Facility (GEF), which manages the LDC Fund and provides financial
support to the NAPA process. The Implementing Agencies of the GEF, the UNDP, UNEP and the World Bank play a
pivotal role in the assistance provided to LDC's in the preparation and implementation of NAPAs. For more

B. ANNOUNCEMENTS

The secretariat is updating all contact information on admitted observer organizations. It is important that
all organizations respond to the Notification, otherwise it could impair any communication exchange and slow down
the registration process for sessions and applications for side events and exhibits, both of which need to be
communicated through a designated contact point.

The Joint Implementation Supervisory Committee (JISC), at its first meeting, requested the secretariat to open a
call for public input with regard to guidance on criteria for baseline setting and monitoring for JI
projects. The deadline for submission is 1 March 2006.

Cape Verde deposited its instrument of accession to the Kyoto Protocol. There are now 161 states and regional
economic integration organizations that are party to the Kyoto Protocol; the total percentage of Annex 1
Parties’ emissions is 61.6%.
