Doha Amendment
21 December 2012
At its 8th session, in Doha, Qatar, in December 2012, the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol adopted an amendment to the Kyoto Protocol. The Doha Amendment aims to facilitate implementation of the Protocol after the first commitment period and includes quantified emission limitation or reduction commitments for the second commitment period for a number of Annex I Parties.

UNFCCC Newsletter: Bangkok informal session to prepare ground for key Doha deliverables

A warm greeting to you as we approach our next meeting in Bangkok, being held thanks to the generosity of several donor governments. This informal meeting, involving the three working groups, is the last official opportunity that governments have to prepare the ground for COP 18 in Doha, which is expected to deliver several important steps forward. In particular, this includes preparing for a Doha Amendment to transition smoothly at the end of the year into the second commitment period of the Kyoto Protocol, and preparing to wrap up the work of the Ad hoc Working Group on Long-term Cooperative Action. Also, the Ad hoc Working Group on the Durban Platform for Enhanced Action can start its new work in Bangkok so that it can report progress in Doha.

Extensive, intensive and urgent work awaits us at the Bonn Climate Change Conference that begins next week. It is the first formal opportunity for governments to take forward and build on the Durban outcomes, especially in view of meeting agreed deadlines for COP18 in Doha. There are a few urgent tasks that need completion as soon as possible, alongside new work that must be organized, structured, and launched without delay to bridge any gaps and give us a robust start towards an effective 2015 agreement. Above all, this May, can lay down solid groundwork on which to move decisively forward towards COP18, and set a positive tone of international cooperation on the very threshold of Rio+20.

Green Climate Fund

Offers to host the Green Climate Fund now public
19 April 2012
The offers of the countries that are bidding to host the Green Climate Fund are now posted on the website of the GCF at GCFund.net. On Monday, the Interim Secretariat of the Green Climate Fund announced that six countries: Germany, Mexico, Namibia, Poland, Republic of Korea and Switzerland had submitted expressions of interest for hosting the Fund. The Green Climate Fund Board will conduct an open and transparent process for the selection of the host country and is expected to initiate next steps at its first meeting scheduled for 31 May to 2 June.

The Kyoto Protocol's Clean Development Mechanism (CDM), the international market-based tool that incentivizes greenhouse gas emission reduction projects in developing countries, has registered its 4,000th project. The wind power project in Maharashtra state, India, expects to reduce greenhouse gas emissions by 21,807 tonnes a year; the equivalent of removing the emissions from 4,275 cars each year.

Iran (Islamic Republic of) deposited its instrument of acceptance of the amendment to Annex B to the Kyoto Protocol

At the second session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol, held in Nairobi, Kenya from 6 to 17 November 2006, the Parties adopted an amendment to Annex B to the Protocol by decision 10/CMP.2, in accordance with Articles 20 and 21 of the Protocol. Iran (Islamic Republic of) deposited its instrument of acceptance of the amendment to Annex B to the Kyoto Protocol on 12 April 2012. The total number of States and regional economic integration organizations that have deposited instruments of acceptance: 28.

9 organizations express interest to be the host of UNFCCC's new Climate Technology Centre

A total of nine organizations have expressed their interest to be the host of the UNFCCC's new Climate Technology Centre (CTC). The CTC, along with its Network, is the implementing arm of the UNFCCC's Technology Mechanism, established at the UN Climate Change Conference in Cancun in 2010.

Additional meeting time for the Ad Hoc Working Groups

The Bureau has given the secretariat the green light to make provisional arrangements for an additional sessional period in 2012 for work by:
• the Ad hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA),
• the Ad hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP);
• and the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP).

These sessions will be held from Thursday 30 August through Wednesday 5 September at the United Nations Conference Centre (UNCC) of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), in Bangkok, Thailand.

The nature and organization of work during the period will be decided by the bodies themselves.

Due to space limitations at the UNCC NO delegation office space on a commercial basis is available. Parties and Observer organizations are being advised to make their own logistical arrangements outside the conference premises. For a similar reason, it will not be possible to hold side events and exhibits on this occasion.

The secretariat will be seeking funds to cover the costs of organising the additional sessional period and of full participation by eligible Parties, as these are not reflected in the approved budget.

The Durban Climate Change Conference was a turning point in the history of the UN Convention on Climate Change. Governments drew up a blueprint for a universal agreement on how to address climate change where all will play their part to the best of their ability and all will reap the benefits of progress together. But governments, business and an informed citizenry, all motivated by an understanding of mutual self-interest, must work in tandem in pursuit of this common goal.
