Copenhagen United Nations Climate Change Conference ends with a political agreement to
cap temperature rise, reduce emissions and raise finance 19 December 2009
Copenhagen, Denmark
The United Nations Climate Change Conference in Copenhagen ended today with an agreement by
countries to cap the global temperature rise by committing to significant emission reductions,
and to raise finance to kickstart action in the developing world to deal with climate change.
"The challenge is now to turn what we have agreed politically in Copenhagen into something
real, measurable and verifiable," said UNFCCC Executive Secretary Yvo de Boer.

Israel deposited its instrument of acceptance of the amendment to Annex B to
the Kyoto Protocol
on 28 December 2009.
Ukraine deposited its instrument of acceptance of the amendment to Annex B
to the Kyoto Protocol
on 5 January 2010.

Alternative conference venue for observer organizations partcipating in COP
15 The Danish Government in cooperation with the Danish NGO-network
Peoples’ Climate Action (PCA) is organizing an alternative conference venue at Forum
Copenhagen for the observer organization (NGOs and IGOs) representatives that will not be
able to enter the Bella Center Thursday 17 and Friday 18 December. TV links to the Bella
Center will be established that will show the proceedings at COP15.

of Korea deposited its instrument of acceptance of the Amendment to Annex B to the Kyoto
Protocol on 10 December 2009. The Republic of Korea's acceptance will
bring the total number of States which have deposited their acceptance to the Amendment to
Annex B to the Kyoto Protocol to 18.

Somalia accedes to the UNFCCC Somalia became the 193rd State to deposit
its instrument of accession to the UNFCCC. The Convention will enter into force for Somalia
on 10 December 2009 during COP15 in Copenhagen. Somalia’s accession will bring the
number of Parties to the Convention - both States and regional economic integration
organizations - to 194.

In his address, the UNFCCC Executive Secretary outlined how the essentials of a strong
climate change deal in Copenhagen can be captured in an overarching decision, including a
deadline for completing negotiations on a comprehensive outcome. Such a decision can be

This needs to include a strong decision on technology, supported by robust financing.

Greenhouse gas emissions from industrialized countries increased in 2007, continuing the
upward trend of the previous six years. Data submitted to the UNFCCC show that greenhouse gas
emissions of the 40 industrialized countries that have reporting obligations under the
Convention rose by 1% from 2006 to 2007. The 2007 emissions of this group of countries are
about 4% below 1990 levels. But there was an overall 3% growth in emissions in the period
from 2000 to 2007.

stressed that a governance structure under the UNFCCC to guide financial resources for climate

UNFCCC Executive Secretary praises Japan's emission reduction

In a speech delivered at the Asahi World Environment Forum in Japan, Yvo de Boer praised the
country's plans to cut greenhouse gas emissions by 25 per cent below 1990 levels by 2020.
Japan had shown leadership in climate change, he said, by spearheading climate-friendly
technologies and by making its economy one of the most energy-efficient in the world. He

2009, on the theme "CDM Changing Lives." The contest is intended to raise awareness

UNFCCC emissions data visualized on Google Maps

The secretariat has cooperated with Google and the Danish government as hosts of COP 15 to
display official UNFCCC greenhouse gas (GHG) emissions data for Annex I Parties using Google
Maps. The user can now select on a world map total national GHG emissions/removals as well as
emissions/removals from various sectors; absolute numbers (in Gg CO2 equivalent); or relative
changes in emissions (in per cent compared to the base year level).
The maps can be accessed on the UNFCCC GHG data interface.

of the United Framework Convention on Climate Change. “In my view, an ambitious and

Bonn UN Climate Change Talks in 2009 Kick Off with First Draft Negotiating Texts for
Ambitious and Effective Copenhagen Deal at Centre of Discussions

A second round of UN Climate Change Talks this year in Bonn kicked off Monday. The gathering (1
to 12 June) is being attended by more than 4,000 participants, including government delegates,
representatives from business and industry, environmental organisations and research
institutions.

Informal ministerial meeting on climate change at CSD 17th session 14

AWG-LCA "Focus" Document discussed at April Bonn Talks

A document has been prepared by the Chair of the AWG-LCA to further focus the negotiating
process on the fulfilment of the Bali Action Plan and on the components of the agreed outcome
to be adopted at COP 15 in Copenhagen in December. It describes areas of convergence in the
ideas and proposals from Parties, explores options for dealing with areas of divergence, and
identifies any gaps that might need to be filled in reaching an agreed outcome. The document
was discussed by Parties during the recent international Climate Change Talks held in
Bonn.

Outcome of Expert Meeting on Reference Emission Levels 23-24 March

In a speech given at OPEC’s 4th International Seminar on Petroleum, UNFCCC Executive
Secretary Yvo de Boer said that while oil will remain a dominant source of energy in the near
future, the urgent need to reduce emissions makes the introduction of climate-friendly

UNFCCC Executive Secretary: "The future of the carbon market is directly linked to
the level of ambition of industrialized countries."
In a keynote speech at Carbon Market Insights 2009, Yvo de Boer said that the use of off-set
mechanisms is set to increase beyond 2012, and that the important infrastructure for this is
already in place. He said the Clean Development Mechanism has demonstrated that it works, and
Copenhagen needs to build on these achievements already made.

Kyoto Protocol’s joint implementation mechanism passes milestone with
accreditation of first project verifier

The Kyoto Protocol’s joint implementation (JI) mechanism has accredited its first third
party verifier. Under JI, greenhouse gas emission reduction projects in countries with an
emission reduction or limitation commitment under the Kyoto Protocol can generate saleable
emission reduction units (ERUs), each equivalent to one tonne of carbon dioxide. Countries can
purchase and surrender ERUs to meet a part of their commitment under the Protocol.

Danish Government launches host country website

The Danish Government, which will host the crucial UN Climate Change Conference (COP15) in
Copenhagen in December 2009, has launched a host country website. As well as providing
information on practical matters such as accreditation and accommodation for COP 15, the site
is aimed at stimulating global debate on climate change in order to create support for an
ambitious agreed outcome in Copenhagen. The website is available in the six official UN

direction through the production of smart and efficient cars, trains and

In a speech to the Ministerial Conference on Global Environment and Energy in Transport, Yvo de
Boer stressed that growing demand for fossil fuels and vehicles was incompatible with the
urgent need to combat climate change. He said that rescue packages for the auto industry during

produce clean and fuel-efficient vehicles.
